Holmes Ministry of lIousing re Land Assembly Town Houses East of Beauvalley Subdivision TOWN OF NEWCASTLE February 3rd, 1975 Minutes of a regular meeting of Council Chambers at Bowmanville 1975 at 7:00 p.m. Council held in the on Monday, February 3, Mayor Rickard called the meeting to order and led in prayer. Present were: Mayor Garnet B. Rickard Councillor Donald W. Allin Councillor Kirk Entwisle Councillor Ivan M. IIobbs Councillor Kenneth E. Lyall Councillor H. Bruce Tink Town Clerk J. M. McIlroy Absent: Councillor A.D. Wearn Resolution #C-75-l25 Moved by Con. Entwisle, seconded by Con. Allin. THAT the Council Minutes dated January 20th, 1975 be approved as printed. "CARRIED" Resolution tC-75-l26 Moved by Con. Allin, seconded by Con. Entwisle. THAT the Council Minutes dated January 24th, 1975, be approved as printed. · 'CARRIED" Mr. Roy A. IIolmes of the Ministry of Housing appeared before Council relative to the ~funicipal Land Assembly Programme. Mr. Holmes explained the phases of the programme and answered several questions of members of Council. Mr. J. Jo.hnston, .66 Hobbs Drive, Mr. o'Keefe, 49 Hobbs Drive and Mr. Sirove, 64 Hobbs Drive appeared before Council and presented a petition of 267 signatures of residents of the area, objecting to the proposed Town House Development at the east of the Beauvalley Subdivision. THAT the contents of the petition be referred to the Planning Advisory Committee to be discussed at the next meeting for a report back to Council. Shackel ton Mr. Dennis Thompson ~ . - 2 - February 3rd, 1975 Mr. Shaw representing Square 100 Development appeared before Council relative to their subdivision application in the former Village of Newcastle. Resolution #C-75-l28 Moved by Con. Entwisle, seconded by Con. Hobbs. THAT the above application be considered by Planning Advisory Committee on the same night as Rice Construction and other applications are heard. "CARRIED" Resolution #C-75-l29 Moved by Con. Entwisle, seconded by Con. Hobbs. THAT the Newcastle Swimming Pool Project be approved in principle and Mr. Patrick Blaker's letter of February 3rd, 1975 be referred to Community Services Committee for further action. "CARRIED" Mr. Keith Shackelton spoke to Council with the suggestion that the Developers should be made to pay for consultant's expenses at meetings and also that parks and recreation equipment should be installed before development proceeds. "CARRIED" Mr. Thompson addressed Council and requested that the injunction on his house be lifted. Resolution #C-75-131 Moved by Con. Entwisle, seconded by Con. Tink. THAT the By-Law Enforcement Officer be requested to report to the next meeting of the Committee of the Whole and that the Chairman of the Committee of the Whole should work with the By-Law Enforcement Officer to research the matter before it is put to the Committee. WHEREAS it is the opinion of the Council of the Town of Newcastle that the most equitable collection dates for municipal taxes are the 15th day of the middle month of each quarter, namely the 15th of February, May, August and November (excluding holidays); AND WHEREAS Council wishes to establish a consistent policy of using the above dates for taxes due in each year hereafter; T,HEREFORE it is resolved that the Regional Council be apprised of our opinion and requested to schedule their levies against the municipality to follow the above collection dates by approximately fifteen days and to advise us of their concurrcncco "CARRIED" Resolution #C-75-173 Moved by Con.
