Dunham Resolution #C-78-l562 Moved by Councillor Barr, seconded by Councillor Cowman. THAT the minutes of the Council Meeting held on November 20th, 1978 be adopted as read. "CARRIED" Resolution #C-78-l563 Moved by Councillor Barr, seconded by Councillor Prout. THAT the minutes of the Special Council Meeting held on November 27th, 1978 be adopted as read. "CARRIED" Resolution #C-78-l564 Moved by Councillor Cowman, seconded by Councillor Hobbs. THAT the minutes of the Inaugural Meeting held on December 4th, 1978 be adopted as read. "CARRIED" Mr. R. Jeffrey of Oakland Developments appeared before Council requesting that Council endorse an extension of one year for Draft Approval of Subdivision #18T24002 in Enni ski II en . Mr. D. Heard appeared before Council concerning the application for rezoning for a Butcher Shop in the Village of Enniskillen. Mr. Yourth appeared before Council to urge that the proposal be processed as soon as possible, as time was of the essence. He said that the Foresters believed that the proposal should be done on a Land Use Bases. Mr. James Services appeared on behalf of his client who has proposed a Subdivision North of Milani property in the Village of Newcastle and requested that the District Plan for the area be finalized as soon as possible. "CARRIED" Resolution #C-78-l566 Moved by Councillor Barr, seconded by Councillor Prout. THAT the Town Clerk's designation of correspondence to be received for information, be approved. "CARRIED" Ontario Hydro dated October, 1978, regarding Newbriefs - Lennox to Cherrywood 500 kV Transmission Line, be received for information. Mr. Wm. Clarke dated November 24th, 1978 regarding resignation from the Committee of Adjustment, be accepted with thanks for past services. Community Telephone Company of Ontario Limited dated November 27th, 1978 regarding increase in rates, be received for information. Central Lake Ontario Conservation Authority re Minutes of November 21st, 1978 and November 28th, 1978 be received for information. Ganaraska Region Conservation Authority re Minutes of various Meetings be received for information. Ontario Municipal Board re decision of an appeal by Ernest Schweizer from a Decision of the Land Division Committee, be received for information. Newcastle Public Library Board dated December 14th, 1978, re Invitation to Attend Library Board Meeting, be received for information. . . . council Minutes Regional Clerk re Repairs to, or Renewals of, Sanitary Sewer Services on Private Property Town of Oakville re Topless Waitresses, etc. Ministry of Intergovernmental Affairs re Seminar for Newly Elected Councillors - 3 - December 18th, 1978 8. Bowmanville Central Business Improvement Area Board of Management Meeting dated November 8th, 1978, be received for information. 9. The Northumberland and Newcastle Board of Education dated December 8th, 1978 regarding Appointments to the Library Board, be received for information. Resolution #C-78-1567 Moved by Councillor Barr, seconded by Councillor Holliday. THAT the recommendation contained in the Town Manager's Report TM-94-78 dated November 21st, 1978, regarding correspondence from the Regional Municipality of Durham relative to repairs to or renewals of sanitary sewer services on private property be approved. The recommendation being that the Region be notified that the RegionalEmployees are not required to obtain the above mentioned licenses or pay fees under the existing by-laws. THAT the recommendation contained in the Town Manager's Report TM-97-78 dated November 20th, 1978 be approved, and that each Member of Council review the contents of the letter from the Town of Oakville and make a decision based upon their own personal beliefs. "CARRIED" Resolution #C-78-1569 Moved by councillor Barr, seconded by Councillor Prout. THAT the Town Manager's Report ~1-99-78 dated November 27th, 1978 regarding Seminar for newly elected Councillors be approved as amended. "CARRIED AS AMENDED" Resolution #C-78-l570 Moved by Councillor Holliday, seconded by Councillor Prout. THAT the foregoing Resolution be amended to provide that any Councillor who wishes to attend be authorized to attend one Seminar at the Municipality's expense in accordance with Town Policy. COWlcil Minutes Bowmanville Central Business Improvement Area re Appointment of an Additional Member Ministry of Housing re Senior Citizen Accommodations Durham Central Agricultural Society re Horse Racing on Sundays - 4 - December 18th, 1978 Resolution #C-78-1571 Moved by COWlcillor Holliday, seconded by Councillor Prout. THAT the recommendation contained in the Town Manager's Report TM-IOO-78 dated December 5th, 1978 relative to the Board of Management's letter be adopted. The recommendation being that a copy of the letter together with a copy of By-Law No. 77-33 be referred to the Striking Committee for consideration and recommendation to Council. "CARRIED" Resolution #C-78-1572 Moved by COWlcillor Barr, seconded by Councillor Prout. THAT the Town ~bnager's recommendation contained in Report TM-93-78 be adopted. The recommendation being that Mr. Sheldon of the Ministry of Housing be asked to attend the next regular scheduled meeting of COWlcil to review the Application Analysis Report to Determine Existing need for Senior Citizens Rent_Geared-To-Income Accommodation in the Town of Newcastle. THAT the foregoing Resolution be amended to provide that Mr. Sheldon be invited to a regular scheduled meeting rather than the next regular scheduled meeting. THAT the matter of Durham Central Agricultural Society request to hold races on SWldays be approved and turned over to the Town Solicitor to prepare a By-law. THAT the foregoing Resolution be amended to provide that advertisements should be placed in the Orono Times, Newcastle Reporter and Canadian Statesman informing the Newcastle Area Residents of the By-law that COWlcil will be considering. THAT the foregoing Item be amended by changing the last two lines in the first paragraph on Page 2 of the position Paper as follows:- Some $40,000,000 worth of hard services to the Regional area for housing purposes with a substantial portion for the Court ice Area".
