December 4th, 1978
Inaugural Meeting of the 1978-1980 Council of the Town
of Newcastle held at 7 p.m. on Monday, December 4th, 1978
in the Council Chambers, 132 Church Street, Bowmanville.
Present were: Mayor Garnet B. Rickard
Councillor Keith Barr
Councillor William Clarke
Councillor Ann Cowman
Councillor Ivan M. Hobbs
Councillor Jasper W. Holliday
Councillor Maurice Prout
Town Clerk J.M. McIlroy
Also Present: Mr. A.C.W. Guiler, Town Manager
Mr. K. DeGroot, Treasurer
Mr. T.A. Fanning, Director of Community Services
Mr. L. Kristof, Director of Planning & Development
His Worship Mayor Rickard and Members of Council took the
Declaration of Elected Office and Swore the Oath of Allegiance
before the Town Clerk Joseph M. McIlroy, Mayor Rickard
assumed the Chair.
The Reverend John Peters, Trinity United Church, led in a short
religious service and was thanked by Councillor Prout on behalf
of Council.
Amoung those present in the Council Chambers were
Mr. Allan Lawrence, M.P., Mr. Sam Cureatz, M.P.P., Mr. Walter
Beath, Regional Chairman, Mr. Sid Worden representing the
Northumberland & Newcastle Board of Education and Mr. Kevin
Morris, the representative on the Peterborough, Victoria
Northumberland and Newcastle Roman Catholic Separate School Board,
who all made short addresses.
Mayor Rickard made an address followed by remarks from each
Member of Council.

THAT the third and final reading of By-Law No. 78-113 be
approved.

THAT leave be granted to introduce By-Law No. 78-114 being
a by-law to establish Standing Committees and the Members
thereof for the period December 4th, 1978 to December 31st,
1979, and that the said by-law be now read a first time.

THAT the Town Clerk be permitted to carry forward one week's
vacation to 1979.

THAT the Parking Meters in Bowmanville be free during the
week of December 18th - 23rd, 1978 provided the Bowmanville
Chamber of Commerce supply the plastic bags to cover the meters.
