Present were: Mayor Councillor Garnet B. Rickard Robert Dykstra Alfred Gray Jasper W. Holliday R. Bruce Taylor Edward R. Woodyard Absent: Councillor Donald W. Allin, due to illness Also Present: Deputy Clerk G. Gray Town Manager A.C.W. Guiler Resolution #C-78-lS07 Moved by Con. Woodyard, seconded by Con. Taylor. THAT the minutes of the Council Meeting held on November 6th, 1978 be adopted as read. "CARRIED" Resolution #C-78-lS08 Moved by Con. Woodyard, seconded by Con. Dykstra. THAT the minutes of the Special Council Meeting held on November 9th, 1978 be adopted as read. "CARRIED" Resolution #C-78-lS09 Moved by Con. Dykstra, seconded by Con. Woodyard. THAT the disposition of Communications as recommended by the Town Clerk be adopted with the exception of Items 8, 9 and 10. "CARRIED" 1. Energy, Mines and Resources Canada dated October 31, 1978 regarding location of the Eldorado Refinery, be received for information. 2. Ontario Telephone Service Commission dated October 31, 1978 regarding rate application filed by Bell Canada with the Commission, be received for information. , . . . Council Minutes O.M.B. Durham Central Agricultural Society dated November 9th, 1978 regarding ownership of the Rutherford Property required for parking, facilities, be received for informa tion . 5. Orono Arena Fund Raising Committee dated November 8th, 1978 regarding proposed parking lot for Orono Arena, be received for information. 6. Ganaraska Region Conservation Authority Minutes of Various Meetings be received for information. 7. Ontario Municipal Board dated October 13th, 1978 regarding Approval of By-Law No. 78-74 (Polution Control Plant), be received for information. 11. Ontario Municipal Board re decision of two appeals by S. Gujda from two decisions of the Committee of Adjustment be received for information. 12. Ontario Municipal Board re decision of two appeals by Region of Durham from decisions of the Land Division Committee (J. Tomina), be received for information. 13. The Regional Nrunicipality of Durham - Clerk's Department dated November 7th, 1978 regarding by-law to regulate the receiving, dumping and disposing of waste, be received for information. THAT the letter dated November 10th, 1978 from the Ontario Municipal Board regarding Approval of By-Law No. 78-81 (Set Backs - Bowmanville), be received for information. "CARRIED" Resolution #C-78-l5l4 Moved by Con. Dykstra, seconded by Con. Woodyard. THAT the Town Clerk's Report dated November 17th, 1978 regarding issue of parking tags be approved as amended. "CARRIED AS AMENDED" Resolution #C-78-l5l5 Moved by Con. Holliday, seconded by Con. Taylor. THAT the foregoing Report be amended by deleting "no" before "parking" in the third paragraph. THAT leave be granted to introduce By-Law No. 78-108 being a by-law to extend an Agreement between Ontario Hydro and the Corporation of the Township of Darlington for street lighting and that the said by-law be now read a first time. THAT the third and final reading of By-Law No. 78-110 be approved. "CARRIED" Resolution #C-78-l525 Moved by Con. Dykstra, seconded by Con. Woodyard. THAT the third reading of By-Law No. 78-105 be approved. "CARRIED" Councillor Woodyard asked that a report on the financial status of the Animal Control be presented to the Finance and Administration Committee. Resolution #C-78-l526 Moved by Con. Dykstra, seconded by Con. Holliday. THAT Mrs. Mereweather be appointed to fill the vacancy on the Orono Town Hall Board. Resolution #C-78-l527 Moved by Con. Woodyard, seconded by Con. Holliday. THAT the matter of appointment to the Orono Town Hall Board be referred to the Community Services Committee for their consideration, with power to act. "CARRIED" Resolution #C-78-l528 Moved by Con. THAT leave be granted to introduce By-Law No. 78-111 being a by-law to confirm the proceedings of the Council of the Town of Newcastle at the meeting held on 20th day of November, 1978 and that said by-law be now read a first time. "CARRIED" Resolution #C-78-l530 Moved by Con. Dykstra, seconded by Con. Gray. THAT the second reading of By-Law No. 78-111 be approved. "CARRIED" Resolution #C-78-l53l Moved by Con. Dykstra, seconded by Con. Taylor. THAT the third and final reading of By-Law No. 78-111 be approved. "CARRIED" Mayor Rickard thanked Members of Council for their work in the last two years, locally and at the Regional level and hoped those who were leaving would continue their interest in the Municipality. He also thanked Members of Staff for their co-operation. He expressed appreciation to all employees and to the Members of press for their diligent attendance.
