Dykstra THAT the minutes of the Council meeting held on October 10, 1978 be approved as corrected. CQuncil J1inutes Motion re Amendment to By-Law 78-53 Proceduce By-Law - 4 - October 23, 1978 Resolution #C-78-l388 Moved by Con. Holliday, seconded by Con. Woodyard THAT WHEREAS By-Law No. 78-53 being a by-law to adopt rules of Procedure for the Council of the Town of Newcastle was adopted by Council on July 4, 1978; AND WHEREAS Section l8.3(a) require all communications be presented to Council for direction which results in undue delay in the dispatch of Council business; THEREFORE, be it resolved that the Town Clerk be instructed to prepare an amendment to Section l8.3(a) of By-law 78-53 to provide as follows: 1) That all correspondence to be dealt with by a Standing Committee be forwarded upon receipt by the Town Clerk to the Department Head concerned for inclusion on the next Committee Agenda together with a recommendation for the disposition of same. 2) That all correspondence to be dealt with by Council be referred to the Town Manager for inclusion with the next regular meeting of Council with a recommendation for the disposition of same. Allin THAT the by-law 78-98 be amended by adding to 2.(f) "with the approval of the Director of Public Works the costs of construction if done by an approved contractor, may be paid by the applicant directly to the Contractor in lieu of the costs as shown on Schedule "A".
