Mr. Milton Dakin appeared before Council regarding application
to amend the Official Plan on the Schwarz property to permit
Senior Citizens dwelling units. He indicated that the Foresters
only wished five acres and not twenty.two as required by the
Planning and Development. He also mentioned there was a $1,000
per unit grant from C.M,H.C.
~Ir. Joe Schwarz also appeared on the same matter asking for
early consideration of the request,
Mr. R. Fleming of the Union Rod and Gun Club appeared before
Council requesting the Town to open a part of the road North of
Concession 3, about 100 yards between Lots ZZ and 23 (Clarke
Township).

lodged against the Canadian Foresters to rezone Schwarz
property. He asked Council not to approve this application
which might encourage industry to leave Town.

Notice, regarding the destruction of weeds under the provision
of the Weed Control Act of the Province of Ontario and directs
the Regional Weed Inspectors to cause noxious weeds or weed seeds
to be destroyed in such a manner as they may deem proper and that
the expenses incurred by the said Weed Inspectors in the discharge
of their duties shall be placed on the Collector's Roll of this
municipality against the respective parcels concerned and that
such amounts shall be collected in the same manner as taxes under
The Municipal Act.

aware of the inequities in the equalization factors between
Wards, and the inequities in assessments within Wards, is now
and has been actively engaged for many months in negotiating
with the Ministry of Revenue and its Assessment Department, in
seeking relief for taxpayers in the Town from these inequities.

The Region of Durham was created by the passing of Bill 162 of
the Province of Ontario in 1973 taking effect on January 1st, 1974.
The Town of Newcastle became an area municipality within the Region
of Durham by the amalgamation of the former municipalities of, the
Town of Bowmanville, the Village of Newcastle, the Township of
Darlington and the Township of Clarke.
NOW WHEREAS the taxation of real property is the major source of
revenue to the municipality and is applied by way of assessment;
WHEREAS these assessments were originally performed by the predecessor
municipa:ities and later by the County of Northumberland-Durham and
later assumed by the Province of Ontario and frozen at the levels
in existance in 1970, in addition to the development of equalization'
factors to adjust the existing assessments to market value for the
purposes of equalizing apportionments;

" .<BAS upon review there is sufficient evidence to prove
enormous inequities in the assessed values between each of the
four predecessor municipalities;
WHEREAS upon further review there is even more evidence to prove the
inequities in assessments within each of the predecessor
municipalities;
WHEREAS these inequities within the predecessor municipalities
show a variation in the relationship to market value from a
factor of 8 to 60;
WHEREAS these inequities result in improper and unequal tax burdens
between the various taxpayers wtihin these predecessor municipalities;
WHEREAS the equalization factors which were determined by actual
sales of property in the predecessor municipalities are used to
calculate the percentage liability for taxes have been frozen at
the 1970 rate;
WHEREAS these factors have proven to be out-of-date and thereby
contributing to the inequal application of tax apportionment between
the predecessor municipalities;
WHEREAS the use of equalization factors is not working nad is
confusing to the residents of the municipality;
WHEREAS the situation in the Town of Newcastle is neither acceptable
nor tolerable in determining mill rates for the levying of taxes
for Municipal, Regional or School Board-purposes;
IT IS HEREBY RESOLVED THAT the Province of Ontario be petitioned
to implenent Market Value Assessment and Property Tax Reform
for the 1979 Taxation year;
IT "S FURTHER RESOLVED THAT failing full implementation throughout
the Province, that Market Value Assessment and Property Tax
Reform be implemented for the whole of the Region of Durham for
the 1979 Taxation year;
IT IS FURTHER RESOLVED THAT this petition be circulated to all
municipalities in the Region of Durham and to the Region of
Durham for their support and that it be forwarded to the Premier
of Ontario, the Treasurer of Ontario, the Minister of Revenue
and the local Member of Parliament.

develope and recommend to Council a standing policy to enable
Council of the Town of Newcastle to recognize Provincial and
Federal Championship achievements by teams or individuals in
athletics, sports or similar achievements in other walks of
life that Council may wish to recognize.

Ontario Hydro being the Third Annual Seminar Biological Studies
of the improved once-through Cooling Program on April 5th, 1978.
