Minutes of a special meeting of Council held in Court Room
No.2, Police and Fire Building on Tuesday, March 14th,
1978 at 3 p.r.l.
Present were: Mayor Gal~et B. Rickard
Councillor Alfred Gray
Jasper W. Holliday
Edward R. Woodyard
Town Clerk J.M. McIlroy
Town Manager A.C.W. Gui1er
Solicitor David J.D. Sims, Q.C.
Mr. Daniel Bowler, Mr. Leonard Bowler and their Solicitor
Mr. E.R. Marks were also present relative to Mr. Dan Bowler's
application for a Taxi Owner's Licence.
At the beginning of the meeting, Mayor Rickard indicated that
the meeting would be in camera and this was not objected to.
Mr. Marks made his presentation pointing out that his clients
had been waiting about three months for a decision and asked
that Council make a prompt decision, preferably at this meeting.
The applicants were then questioned by the Town Solicitor and
Council Members and these questions and answers are noted in a
confidential file.

T~\T the application of Daniel Bowler for a Taxi Owners Licence,
on behalf of a Company to be incorporated be refused for the
following reasons:
(1) It is apparent that Daniel Bowler is merely acting as an Agent
for Mr. Leonard Bowler, a person to whom a licence should
not be issued.
(2) Mr. Daniel Bowler refused to contact the Police to process
the application and
(3) He will not be active in the business,
