Minutes of a Special Meeting of Council held in
Court Room #2, Police and Fire Building on Monday
February 20, 1978 at 4 p.m..
Present were:
Mayor G. B. P~ckard
Councillor D. W. Allin
Councillor Robert Dykstra
Councillor Alfred Gray
Councillor Jasper W. Holliday
Councillor R. Bruce Taylor
Councillor E. R. Woodyard
Deputy Clerk, G. Gray, Secretary
The Meeting was called for the purpose of passing the
following resolution.

Moved by Con. Taylor, seconded by Con. Holliday
THAT Whereas the Ministry of Housing has had more than a
reasonable amount of time to review and approve the Durham
Regional Official Plan since it was adopted by Regional
Council on July 14th, 1976,
AND WHEREAS the unnecessary delay related to the approval of
the Plan has created not only a great deal of perplexity
when dealing with development applications in our municipality,
but also time delays which in one way or another are costly
to all parties involved in the development process,
AND WHEREAS portions of our municipality have no official plan
coverage and that the municipality has been delaying action on
a much needed comprehensive zoning by-law until the Region's
Official Plan is approved,
AND WHEREAS the municipality is in the process of preparing
Secondary District Plans which cannot proceed without the
approval of the Durham Regional Plan,
AND WHEREAS the Municipality has accepted certain OHAP projects
which require an approved Official Plan,
TIiEREFORE, be it resolved that the Council of the Corporation
of the Town of Newcastle strongly urges the Minister of Housing
to forthwith approve the Durham Regional Official Plan.
