Council Minutes Roll Call By-Law No. 78-3 By-Law No. 78-3 By-Law No. 78-3 Business Improvement Area TOWN OF NEWCASTLE January 12th, 1978 Minutes of the continuation of the January 9th, 1978 Council Meeting held in Court Room No.1 at 8:25 p.m. on Thursday, January 12th, 1978. Present were: Mayor Councillor Garnet B. Rickard Donal d W. All in Robert Dykstra Alfred Gray Jasper W. Holliday R. Bruce Taylor Edward R. Woodyard Resolution #C-78-56 Moved by Con. Dykstra, seconded by Con. Allin. THAT leave be granted to introduce By-Law No. 78-3 being a by-law to provide that Subsection 4 of Section 29 of the Planning Act does not apply to certain lands in the Town of Newcastle, and that the said by-law be now read a first time. "CARRIED" Resolution #C-78-57 Moved by Con. Dykstra, seconded by Con. Allin. TIiAT the second reading of By-Law No. 78-3 be approved. "CARRIED" Resolution #C-78-58 Moved by Con. Dykstra, seconded by Con. Allin. THAT the third and final reading of By-Law No. 78-3 be approved. "CARRIED" Resolution #C-78-59 Moved by Con. Allin, seconded by Con. Holliday. TlffiT with regard to Resolutions #C-77-l697 and #C-77-l807 the Chairman of Public Works Committee and Chairman of Planning and Development Committee be authorized to sit on the Board of Management for the Bowmanville Business Improvement Area. Dykstra, seconded by Con. Woodyard. THAT the matter of the Regional Arterial Road East of Bowmanville be discussed after "Notice of Motions". "CARRIED" Resolution #C-78-6l Moved by Con. Woodyard, seconded by Con. Taylor. THAT the Report of tehe Personnel and Property Committee of January 6th, 1978 be lifted from the table. "CARRIED" Resolution #C-78-62 Moved by Con. Council Minutes Schedule of Meetings for 1978 Fonner Bell Canada Building Notice of Motion re Working Structure of Planning Department - 3 - January 12th, 1978 Resolution #C-78-66 Moved by Con. Woodyard, seconded by Con. Holliday. THAT the actions taken by the Committee of the Whole be approved. "CARRIED" Resolution #C-78-67 Moved by Con. Taylor, seconded by Con. Dykstra. THAT Council approve the schedule of meetings for 1978 as presented by the Town Manager. "CARRIED" Resolution #C-78-68 Moved by Con. Taylor, seconded by Con. Allin. THAT the floor plan for renovations of the former Bell Canada building as submitted by the Chief Building Inspector be approved and left in the hands of the Town Manager to have the renovations carried out. WHER&\S this Council has decided to reorganize the working structure of the Planning Department; AND WHEREAS many matters before this Department are unresolved or in process of circulation; TI1EREFORE BE IT RESOLVED that this Council instruct the Head of the Planning Department not to encourage any new applications or proposals that have not been before Council prior to December 31, 1977, and that this policy remain in effect for the first 90 days of 1978, so that business currently under consideration by this Department may be expedited more readily. Taylor WHEREAS there exists considerable duplication on the planning procedure, due to the number of committees dealing with the subject, and because of this fact, an unnecessary work load is placed on staff, causing delay and frustration to both applicant and Council, plus unnecessary expense to the Taxpayer; THEREFORE BE IT RESOLVED that this Council dissolve the Planning Advisory Committee as of January, 1978, and deal more directly with these matters. Council Minutes Notice of Motion re Arterial Road East of Bowmanville Unified Frcnt Notice of Motion re Advisory Committee on Planning - 5 - January 12th, 1978 Resolution #C-78-74 Moved by Con. Holliday, seconded by Con. Woodyard. THAT the Director of Public Works in co-operation with the Engineering Department prepare a report to Council including suggestions for location of proposed Arterial Road East of Bowmanville and also restaging and that we notify the Region that Council is not in conformity with the route chosen by them. WHEREAS the Municipality of the Corporation of the To.m of Newcastle, hereinafter referred to as the Town, has the reputation by the previously elected Council, of a divided Council and a non unified approach in matters at either the Region or Provincial levels, and the presently elected Council is developing the same reputation. THEREFORE BE IT RESOLVED that this Council go on record to recommend that all Councillors, in private and before the public, support any and all Resolutions or By-laws passed by the Town Council to present a unified front. "CARRIED" Moved by Con. Taylor, seconded by Con. Holliday. THAT one resident taxpayer from each of Ward I, II, III be appointed as advisors on Planning to Council. Terms of Reference - This Committee to comment to Council on subdivision applications, zoning by-laws and or amendments, hamlet district plans, plans for rural areas, long term and development growth strategy, special studies for central area and housing policies in the TOhTI of Newcastle. . . . Council Minutes Sewer Back Ups Curfew Eldorado Nuclear Newcastle Arena Management Board Orono Arena Board - 6 - January 12th, 1978 Councillor Allin raised the matter of certain taxpayers who had problems of sewer back ups because of obstructions in the sewer lines and Mayor Rickard indicated that he was looking into the matter at Region. THAT the Solicitor Mr. Willms be instructed to advise the Environmental Assessment Panel that Council of the Town of Newcastle cannot support the establishment of the refinery and waste disposal site until all of the questions raised in the deficiency list prepared by the panel have been satisfactorily answered to this Council. The Council reiterates its stand as expressed in the brief submitted by the Town at the first phase of the Panel Hearings. "CARRIED" Resolution #C-78-78 Moved by Con. Taylor, seconded by Con. THAT a letter be sent to the Durham Central Agricultural Society regarding the personnel for the Orono Arena Community Centre Board. "CARRIED" . . . Woodyard, seconded by Con. Gray. THAT the letter dated Janury 9th, 1978 from the Toronto Area Industrial Development Board ce received for information and that Mayor Rickard or his delegate be authorized to attend the meeting on January 31st at 11: 15 a.m. in the Confederation Room at Royal York Hotel. THAT the letter dated January 9th, 1978 from ROMA relative to vacancy on the Board of ROMA be referred to the Finance and Administration Committee. "CARRIED" Resolution #C-78-82 Moved by Con.
