Lyall Councillor H. E. Tink Deputy Clerk, G. Gray Resolution #C-76-l358 Moved by Con. Hobbs, seconded by Con. Entwisle South Service Road THAT the Hemorandum from the Director of Public Works regarding the South Service Road be received for information. Entwisle THAT the Resolution be amended that no work be undertaken until an Agreement to allow the Darlington Generating Station to go forward is signed between the Town and Ontario Hydro. Entwisle THAT the letter dated November 26, 1976, from Ontario Hydro regarding testing of South Service Road be received for information but no work be carried out until an agreement is signed between Ontario Hydro and the Town of Newcastle. Hobbs THAT the correspondence relating to the M. M. Dillon Studies on Courtice, Bowmanville a~d Newcastle Areas be received for future study by Regional Staff and Provincial Staff. "CARRIED" Resolution #C-76-1362 Moved by Con. Hobbs, seconded by Con. Allin THAT Deputations be heard and each Deputation be allowed 10 minutes. "CARRIED AS AMENDED" Resolution #C-76-1363 Moved by Con. Entwisle, seconded by Con. Bedford 2 (b) 6 (a) 7 (c) - 3 - November 29, 1976 Resolution #C-76-l365 Moved by Con. Entwisle, seconded by Con. Cowman THAT there be a 5 minute recess. "CARRIED" Bowmanville Deputations were heard first. Dr. Zakarow - a citizen of Bowmanville and a resident on 135 acres north of the C.P.R. tracks, commented that he did not feel that the staging development was in a logical order and asked that consideration be given to the staging of this area and that he be kept informed of future development. Mr. Barkley - a citizen of Bowmanville and resident of Liberty Street North stated that the residents backing on the proposed Arena Site had no objection to the Arena but were opposed to Medium Density nousing behind the Arena and agreed with the area developing at a lower density. Mr. Macklin comment=d (i) that they felt the Draft Plan of Subdivision which they had in Section 1 (d) east side of Mearns and South of Concession Street should be included with their development in 2 (a). (ii) that there was no need for arterial collector roads in that area. (iii) they preferred single family housing to medium density. (iv) the collector roads within the existing pattern are in the middle of proposed developed areas. Courtice Deputations were heard next. Mr. Doug Roy (letter D. G. Biddle November 12, 1976) asked if the designation of his property north of Highway #2, Lot 33, Con. 2, Darlington, as parkland, is a mistake. He asked that the map be changed to clearly identify the property now zoned commercially. Mr. S. Bedford - representing Jack Jacobsen Construction commented that the second staging in Courtice should remain south of Highway #2, 7 (c) instead of North 2 (b). . . . Special Council Meeting - 4 - November 29, 1976 Newcastle Village Newcastle Village Deputation were heard. Mr. W. Ehaw Square 100 Mr. W. Shaw, Square 100, Lots 28 and 29, B.F. Concession 1, Village of Newcastle commented that his development had not been included in the Dillon Study and asked that it be taken from the Special Study Area and included in the Dillon Concept. C. Gravely Proctor and Redfern Catherine Gravely - Proctor and Redfern - commented that the population density proped for the Village was too high, also the fact that ~tl11 Street was shown as a major road in the Dillon Plan and since this is a beautiful street with large trees and historic homes and churches, it would spoil the whole character of the Village. Resolution 1IC-76-1266 The first part of Resolution IIc-76-1266 reads as follows: "THAT Stages A and B in Courtice, Bowmanville and Newcastle be accepted as general and modifyable development schemes by which positive development proposals can be judged." Resolution IIC-76-1365 Moved by Con. Cowman, seconded by Con. Entwisle THAT the motion be divided into 3 parts, Courtice, Bowmanvi11e and Newcastle. "CARRIED" Part 1 Court ice THAT Stages A and B in Courtice be accepted as general and modify able development schemes by which positive development proposals can be judged. Resolution IIC-76-1366 Moved by Con. Cowman, seconded by Con. Lyall THAT the motion be amended by adding " on condition that, when the modification is considered, the 'high density' at the south-wes t corner of Trull's Road and 112 Highway and the rerouting or widening of Trull's Road, Nash Road and Highway 112 and Prestonva1e Road must be judged to accommodate pr...nt local residents. "CARRIED" Part 1 - Courtice - was carried as amended. - . . . Special Council Meeting Resolution U0-76-l367 - 5 - November 29, 1976 Moved by Con. Cowman, seconded by Con. Entwisle Extension of Adelaide Street into Town of Newcastle THAT the City of Oshawa, Durham Region and the Provincial Planning Department (Ms. Bergman) be informed that the location of Adelaide Street on the West side of Newcastle Town Line shows gross inconsideration for the present residents of Town Line, (East side), Lawson St. and Varcoes Road, North of Lawson street and that any alignment of the continuati~n of Adelaide street that noise pollutes or interferes'.with the persons or their privacy in the Town of Newcastle is unacceptable to the Town. "CARRIED" Resolution UC-76-l368 Moved by Con. Hobbs, seconded by Con. Entwisle THAT the whole discussion be tabled until the Call of the Chair. "LOST" Part 2 Bowmanville THAT Stages A and B in Bowmanville be accepted as general and modifyable development schemes by which positive development proposals can be judged. Part 2 - Bowmanville - was Carried. Resolution UC-76-l369 Moved by Con. Cowman, seconded by Con. Lyall Reports re Area 6 THAT Council ask for reports from the Town and Regional Works and Planning Departments concerning the feasibility of Area 6 (Bowmanville) being advanced in the staging proposal. Part 3 Newcastle Village "CARRIED" THAT Stages A and B in Newcastle Village be accepted as general and modifyablc development schemes by which positive development proposals can be judged. Part 3 - Newcastle Village - was Carried. Resolution #0-76-1370 Moved by Con. Entwisle, seconded by Con. Cowman Copies to Regional Planning Department THAT copies of all relative resolutions be sent to the Regional Planning Department. Descent, as Treasurer, be accepted with regret and he be thanked for his sterling service in the formative years of the Town of Newcastle. "CARRIED" Resolution #C-76-l373 Moved by Con. Lyall, seconded by Con. Entwisle Acting Treasurer THAT the Deputy Treasurer be requested to take over as Acting Treasurer until the job is advertised and permanently filled. "CARRIED" Resolution #C-76-l374 Moved by Con. Entwisle, seconded by Con. Tink Advertising for Treasurer THAT the Clerk advertise the position of Treasurer in accordance with the present Terms of Reference. "CARRIED" Resolution #0-76-1375 Moved by Con. Cowman, seconded by Con. Entwisle Terms of Reference THAT the Personnel Committee draw up Terms of Reference for the new Treasurer and the Clerk co-ordinate this action.
