Special Council Meeting TOWN OF NEWCASTLE November 8, 1976 Minutes of a Special Meeting of Council held in the Bowmanville Couneil Chambers at 7:15 p.m. on Monday, November 8, 1976. McIlroy and Jasper Holliday of Leighton ,s. Kidd. Resolution #C-76-l263 Moved by Con. Entwisle, secollded by Con. Lyall Camera THAT the proceedings be held in camera. . "CARRIED" Resolution #C-76-l264 Moved by Con. Entwisle, seconded by Con. Hobbs Darlington Generating Station Liaison Committee THAT the following recommendations of the Darlington Generating Station Liaison Committee of November 5, 1976, be adopted. 1. Community Impect Study That in accordance with the advice ~f the Solicitor, the Committee recommends to the Town of Newcastle that they withhold any comments to Ontario Hydro, regarding the Darlington Generating Station Community Impact Study. 2. Fomal Hearing That the Clerk be instructed to write to the Minister of the Environnent advising him that Council will be considering the iSGue and a fOrEal Assessment Hearing will be requested and asking him to make no decisions regarding the Darlington Generating Station and copies be sent to the Minister of Energy anJ the Premier. . . . . Greenspan and Vaughn That the firm of Greenspan and Vaughan be engaged to: (1) Submit to the Committee a detailed report regarding strategic cc~sideration and tactical alternatives. (2) Prepare a draft letter or letters which may be submitted to the Town of Newcastle, Region of Durham, City of Oshawa and the Central Lake Ontario Conservation Authority containing a proposed submission by the Town of Newcastle Region of Durham, City of Oshawa and C.L.O.C.A. to the Minister of the Environment requiring that the Proposed Darlington Generating Station be not exempted from the provisions of the Environmental Assessment Act. with the presumption that the Town's expense will not be in excess of $5,000. and that the Town Solicitor be kept advised. "CARRIED" Resolution #C-76-1265 Moved by Con. Entwisle, seconded by Con. Allin Open Meeting THAT the meeting be open. "CARRIED" Planning Studies Mr. P. liar tin of M. M. Dillon and his assistants made a presentation to Council of Planning Proposals for the Courtice Bowmanville and Newcaste areas. There were many members of the public in the Council Chambers and after Council had questioned the Planners, they also posed various questions. Mayor Rickard advised the public that, if they had any particular concern, to make a s~bmission to Council, in writing. Resolution #C-76-1266 Moved by Con. Entwisle, seconded by Con. Hobbs THAT Stages A and B in Co~rtice, Bowmanville and Newcastle be accepted as general and modifyable Development Schemes by which positive Development proposals can be judged, and furthermore that the Staff be requeated to offer their comments on the first part of the resolution at the next Council meeting. "CARRIED" Resolution /lc-76-l269 Moved by Con. Entwisle, seconded by Con. Hobbs THAT the second part of the resolution be carried. "CARRIED" Resolution #C-76-l270 Moved by Con. Cowman, seconded by Con. Lyall THAT the Mayor and Clerk convene a meeting, as soon as possible, with Regional, Provincial and Town Staffs to discuss the location of Arterial Roads in the Courtice area, necessary to serve the population density. "LOST" Resolution #C-76-l27l Moved by Con. Cowman, seconded by Con. Entwisle THAT copies of the Courtice area map be placed in the Courtice High School and of the Newcastle area map in the Newcastle Community Hall and that the public be notified by direct mail in the Courtice Area only. iILOST'1 Resolution #C-76-l272 Moved by Con. Entwisle THAT the maps be displayed in the Bowmanville Town Hall Corridors for a two week period and invitation extended to the public to visit, study and make written comments on their reactions over the next two week period. "CARRIED AS AMENDED" . . . Special Council Meeting - 4 - November 8, 1976 Resolution #C-76-1273 Moved by Con. Hobbs, seconded by Con. Allin THAT the maps of Courtice and Newcastle be displayed in Courtice and Newcastle respectively and this fact advertised in all the papers. "CARRIED" Councillor Lyall challenged this amendment as being the same as Resolution #0-1271-76 which was lost, but the decision of the Chair to accept it was upheld and the amendment carried on the following recorded vote: Allin - yes Cowman - yes Hobbs - yes Ent~lisle - yes Lyall - no Tink - yes Resolution #C-76-1274 Moved by Con. Lyall, seconded by Con. Hobbs Cost of Maps THAT the price of the maps to the public be $2.00 per copy as suggested by Mr. Martin. " CARRIED" Resolution #C-76-1275 Moved by Con.
