THAT the minutes of a meeting of the Liaison Committee for the Darlington Generating Station dated October 22nd, 1976 be received for information and concurred with. Everall of Bellwood Drive, Newcastle, appeared before Council representing some of the residents of Bellwood Drive and presented a brief with regard to the Pedwell proposal to build houses on the other side of Bellwood Drive. . . . Dillon Ltd. re Secondary Plans Mr. Montgomery re Newcastle Water & Sewer Rates Carol Anderson re Nursery School Concession Street, Bowmanville - 4 - November 1st, 1976 Mr. Peter Martin of M.M. Dillon appeared before Council and submitted Secondary Plans for the Bowmanville, Newcastle and Court ice Areas. Resolution #C-76-l2l3 Moved by Con. Entwisle, seconded by Con. Allin. THAT a special Meeting of Council be held at the call of the Chair to consider these proposals. "CARRIED AS AMENDED" Resolution #C-76-l2l4 Moved by Con. Hobbs, seconded by Con. Allin. THAT the foregoing Resolution be amended to provide that the meeting be held at 7:30 p.m. on November 8th, 1976 and that Mr. Martin be present. "CARRIED" Mr. Bill Montgomery was representing a group of people of Newcastle Village and posed certain questions regarding Regional costs of sewer and water in their area. "CARRIED" Miss Anderson asked Council why her application for a Nursery S~~ool had been pending since June without a By-law being considered by Council whereas an application to have a Nursery Scheol at the Shaw School was recommended to Council at tonights meeting and without any fee being charged. Allin, seconded by Con. Hobbs. THAT Council hear Mr. T. Vanderende of Bowmanville Taxi. "CARRIED" Mr. Vanderende spoke in opposition to the rates being charged by the new Limousine Service as being provided by Mr. Wm. Smale. Resolution #C-76-l2l8 Moved by Con. Hobbs, seconded by Con. Lyall. THAT this matter be referred to the Committee of the Whole and that Mr. Vanderende be invited to be present. "CARRIED" Resolution #C-76-l219 Moved by Con. Allin, seconded by Con. Cowman. THAT Mr. Wm. Smale be heard. "CARRIED" Mr. Smale spoke briefly to be assu reel. by COWlcil that his application for a Limousine Licence had been approved at this meeting. Resolution #C-76-l220 Moved by Con. Lyall, seconded by Con. Cowman. THAT COWlcil hear Mr. Halminen of Bellwood Drive, Newcastle. "CARRIED" Mr. Halminen, a resident of Bellwood Drive, advised COWlcil that he did not agree with Mr. Everall"s statement that 90% of the residents were opposed to Pedwell's proposed development. The Salvation Army dated October 12th, 1976 regarding services rendered by the Salvation Army be received for information. 5. Ontario Municipal Board dated October 18th, 1976 regarding decision of an appeal by the Town of Newcastle from a decision of the Committee of Adjustment (Rekker), be received for information. 6. Ministry of the Attorney General dated October 12th, 1976 regarding Resolution concerning vandalism and crime, be received for information. 7. THAT the decision of the Ontario Municipal Board of October 26th, 1976 relative to the appeal by the Region of Durham regarding Land Division Committee Decision No. B19l/75 (M.
