Mayor Rickard called the meeting to order and lead in the Lord's Prayer. Present were: Mayor Councillor Garnet B. Rickard Donald W. Allin Ann Cowman Kirk Entwisle Ivan M. Hobbs Kenneth E. Lyall H. Bruce Tink Resolution #C-76-l140 Moved by Con. Allin, seconded by Con. Hobbs. THAT the Special Council Minutes dated October 4th, 1976 be approved as read. "CARRIED" Resolution #C-76-ll4l Moved by Con. Cowman, seconded by Con. Entwisle. THAT the Council Minutes dated October 4th, 1976 be approved as read. "CARRIED" Resolution #C-76-1l42 Moved by Con. Cowman, seconded by Con. Hobbs. TH/,T the Special Council Minutes dated October 6th, 1976 be approved as read. "CARRIED" With regard to Resolution #C-76-ll34 Councillor Entwisle requested that his "Nay" Vote be regarded as "Abstained". Mayor Rickard agreed to this, but his ruling was challenged by Councillor Lyall. TIle ruling of the Chair was upheld. Resolution #C-76-ll43 Moved by Con. Lyall, seconded by Con. Allin. THAT the Special Council Minutes dated October 8th, 1976 be approved as read. THAT the Community Services Committee Chairman's Report of meeting held on October 4th, 1976 be adopted. "CARRIED" Resolution #C-76-ll45 Moved by Con. Entwisle, seconded by Con. Entwisle. THAT Councillor Cowman and Fire Chief Hayman be responsible to call the meeting in Courtice as provided in Item 1 of the foregoing Report. "CARRIED" Resolution #C-76-ll46 Moved by Con. Tink, seconded by Con. Lyall. THAT the Public Works Committee Chairman's Report of meeting held on October 7th, 1976 be adopted except for Items 3, 4, 5 and 10. THAT Item No.3 of the foregoing Report be amended by adding the words "That it be recommended to the 1977 Council" at the beginning of the recommendation. THAT with regard to Item No. 10, the Clerk and Treasurer be directed to advise the Newcastle and District Chamber of Commerce with regard to the various charges in different areas of the Town. THAT with regard to Item No.8 of the foregoing Report, the lowest tender be excepted in the amount of $2,311.00 provided the price is maintained and the work will be done this Fall. THAT the Mayor's Report on the Bo~~anvi11e Arena repairs be received for information and that Council concur with the awarding of the contract for repairs to the Bowmanville Arena to EIIWa11 Construction. Whitehead appeared before Council regarding a letter dated September 8th, 1976 which he had sent requesting permission of Council to contact staff members with regard to a survey for fire p otection which he wished to conduct in the municipality. THAT Mr. Whitehead and his problem be referred to the Committee of the Whole with written materia~ as to his aims and what is wanted in the Town of Newcastle, being provided to the Committee for study. THAT Council go on record as supporting the recommendation of POP (Preserve Ontario Pickerel) regarding the prevention of the killing of Ontario's undersized and immature game fish. THAT the letter dated October 14th, 1976 from Totten, Sims & Hubicki regarding the Newcastle Arena be received for information with a copy being forwarded to the Arena Board. THAT the letter dated October 14th, 1976 from the Ministry of Labour regarding permission to open the Bowmanville Arena for the 1976/77 Hockey Season be received for information with a copy to Mr. Fanning. THAT leave be granted to introduce By-Law No. 76-60 being a by-law to amend By-Law No. 74-40 establishing a Board of Management to operate Museums on its behalf, and that the said by-law be now read a first time. THAT the Director of Public Works and Staff review the Garbage Disposal Study of the Region of Durham and report to the Committee of the Whole as how it effects the Town of Newcastle. "CARRIED" Mayor Rickard requested Councillor Hobbs to assume the Chair and served the fOllowing Notice of Motion for the next meeting of Council:- "I would like to serve Notice of Motion that at the next Regular Meeting of Council to be held on November 1st, 1976, I will move that Resolution #C-76-l134 and decisions of Council as contained in Resolutions #C-75-986, #C-75-987, #CW-448-76, #CW-472-76, #CW-473-76 and #CW-474-76 be rescinded."
