Hall on August 30, 1976, at 1:30 p.m. Present were: Mayor G. B. Rickard Councillor D. W. Allin Councillor Ann COlo/lllSn Councillor Kirk Entwisle Councillor Ivan M. Hobbs Councillor K. E. Lyall Councillor H. B. Tink The meeting had been called principally to discuss a proposed Standard Subdivision Agreement and the following were also in attendance: Mr. G. F. Howden, Planner Mr. J. W. Dunham, Director of Public Works Mr. John Ferguson, Engineering Technician Mr. Bill Manson, Ministry of Housing, Mr. David J. D. Sims, Town Solicitor Mr. J. M. McIlroy, Town Clerk. The draft Agreement was discussed at length and a number of changes were made. Resolution #C-76-904 Moved by Con. Hobbs, seconded by Con. Allin THAT the Mortgagees be co-signers of the Agreement. Entwisle THAT a Newcastle Town Committee be struck to investigate methods used in other Communities to increase Industrial and Commercial Assessment in conjunction with Residential Assessment, prior to the Subdivision Agreements being processed. Cowman THAT the foregoing resolution be amended by deleting all words after the word "assessment". "CARRIED" Resolution #0-76-907 Moved by Con. Entwisle, seconded by Con. Allin THAT Council retire and leave the drafting of the agreement to the Staff. Tink THAT the Solicitor and Staff be instructed to prepare an amended Agreement subject to the changes made at this meeting. "CARRIEDI' Councillor Hobbs outlined the emergency steps that he had taken to have the lighting repaired in the Waver ley Road Subdivision. Resolution #0-76-909 Moved by Con. Hobbs, seconded by Con. Entwisle THAT Council concur with the action taken by Councillor Hobbs. "CARRIED" Resolution #C-76-9l0 Moved by Con. Lyall, seconded by Con. Entwisle THAT the following Resolution passed by the Committee of the Whole on August 23, 1976 be approved and the appropriate persons notified. "THAT if, after Totten, Sims & Hubicki's present study is completed, it seems worthwhile to study further whether the Orono Arena can be used this winter, then the Municipality will give a grant for this further study', to be undertaken by the Fair Board." Tink Fireworks at Mosport THAT the Town Clerk's action in issuing a Fireworks Permit at Mosport on September 4, be approved. "CARRIED" Resolution #C-76-9l2 Moved by Con. Tink, seconded by Con.
