Special Council Minutes TOWN OF NEWCASTLE June 28th, 1976 Minutes of a Special Meeting of Council held in the Bowmanville Council Chambers at 7: 30 p.m. on June 28th, 1976. Roll Call Present were: Mayor Councillor Garnet B. Rickard Donald W. Allin Ann Cowman Kirk Entwisle Ivan M. lbbbs Kenneth E. Lyall II. Bruce Tink Resolution 4C-76-724 Moved by Con. Hobbs, seconded by Con. Allin. Agenda THAT the Agenda as submitted by the Town Clerk be adopted. "CARRIED" Resolution #C-76-725 Moved by Con. Cowman, seconded by Con. Hobbs. Insurance Coverage THAT Frank Cowen Company be asked to take over the Town's Insurance subject to meeting with representative of their Company at the next Finance Committee meeting. Meanwhile, have the Town Insurance bound over by Frank Cowan Company. "CARRIED AS ~IENDED" Resolution #C-76-726 Moved by Con. Entwisle, seconded by Con. Lyall. THAT the foregoing Resolution be amended to provide that the name of Frank Co\.an to be stricken and the Scottish and York Insurance Company substituted. Entwisle, seconded by Con. Lyall. THAT the letter. dated June 25th, 1976 from Lovekin & Cureatz regarding the Rice Group Mobile Ibme Park be received for information.. "CARRIED" Resolution #C-76-728 Moved by Con. Ent.lisle, seconded by Con. Tink. THAT the Town Planner's Report relative to Industrial land dated June 24th, 1976 be considered along with the discussion of the Regional Official Plan. "CARRIED" The Town Planner's Report dated June 22nd, 1976 relative to the Official Plan was discussed point by point. Resolution #C-76-729 Moved by Con. Lyall, seconded by Con. Entwisle. THAT all the words after the "ords "jurisdiction" be deleted in Section 15.15 of the Draft Regional Official Plan. "CARRIED" Resolution #C-76-730 Moved by Con. Hobbs, seconded by Con. Lyall. THAT the >lord "without" be substituted by the word "by" in Section 16.10.2 of the Draft Regional Official Plan. "CARRIED" Resolution #C-76-731 Moved by Con. Cowman, seconded by Con. Entwiale. THAT the Regional Council be requested to amend the draft Official Plan to include a retail shopping facility in the vicinity of Waverly Road and Base Line, the size location and staging to be established by the Town of Newcastle and all Regional Councillors be unified in this regard. THAT a former Council Resolution to have the area We;;t of Bo,~anvi11e zoned as Industrial be rescinded. Mayor Rickard did not accept this motion. It was moved by Con. Co,,,,,an and seconded by Con. Lyall that the Chair's ruling be challenged, but the motion >ras 10 st. Resolution #C-76-735 Moved by Con. Entwisle, seconded by Con. Allin. THAT Resolution #C-76-734 be amended to provide that the area South of Higmmy 401 and West of the line between Lots 24 and 25, shown as "Special Study Area" on the Draft Regional Plan be designated as Industrial and also the area West of the line between Lots 24 and 25 to the Oshm~a Town Line and 4,000 feet North of Highway 401 be designated as Industrial.
