OF NEWCASTLE October 24th, 1977 Minutes of a regular meeting of Council held in Court Room No.2 at 1:15 p.m. on Monday, October 24th, 1977. Present were: Mayor Garnet B. Rickard Councillor Donald W. Allin Robert Dykstra Alfred Gray Jasper W. HOlliday R. Bruce Taylor Edward R. Woodyard Resolution #C-77-l475 Moved by Con. Allin, seconded by Con. Dykstra. THAT the minutes of the Council Meeting held on October 3rd, 1977 be approved as read. "CARRIED" Resolution #C-77-l476 Moved by Con. Dykstra, seconded by Con. Tayoor. THAT the report of Council Meeting called for Ocrober 17th, 1977,at which there was no quo~ be received for information. "CARRIED" Mayor Rickard noted that he was out of Town on Municipal business on that day and Councillors Taylor and Dykstra also made note to this effect. Councillor Holliday also noted that he had made considerable effort to be present, but found it to be impossible. Resolution #C-77-l477 Moved by Con. Gray, seconded by Con. Allin. Senior Citizens Housing Development . . Council Minutes Mr. Brown re Permission to LGase Lot Lot 20, B.F. Concession West Beach Mr. S. Fennell re B.F. Cone. Lots 28, 29, and 30, former Village of Newcastle . - 4 - October 24th, 1977 Mr. Brown appeared before Council regarding his request to lease Lot 20, B.F. Concession, West Beach for access to his property. Resolution #C-77-l492 Moved by Con. Allin, seconded by Con. Gray. THAT Mr. Brown be given access to the lot as per recommendations of the Director of Public Works dated July 28th, 1977. Resolution #C-77-l493 Moved by Con. Holliday, seconded by Con. Woodyard. THAT the foregoing Resolution be amended to provide that an agreement to this effect be drawn up by the Director of Public Works and Town Clerk. Resolution #C-77-l494 Moved by Con. Dykstra, seconded by Con. Taylor. THAT the Personnel report. foregoing two Resolutions be referred back to the and Property Committee for further discussion and "CARRIED" Mr. Charles Ewert and Mr. Scott Fennell appeared before Council with regard to ~tt. Fennell's property, B.F. Concession, Lots 28, 29 and 30, former Village of Newcastle. Mr. Ewert requested that Council reaffirm Resolution #CW-473-76. Resolution #C-77-l495 Moved by Con. Gray, seconded by Con. Allin. THAT Council reaffi-~ Resolution #CW-473-76 passed on September 27, 1976, which reads as follows:- "THAT it be recolr"uended to Council that the land area in the former Village of Newcastle bounded on the west by Wilmot's Creek, the south by Lake Ontario, the east by the Newcastle Harbour and Marina and Graham's Creek, and the North by the C.N.R. Tracks and Highway 401 is in the opinion of this Council a suitable planning block and with sewers and water now readily available and the Solandt Hydro Corrid8r defined the area should be redesignated in the Official Plan from Major Open Space to a Special Study Area to enable this Council to give further and special study and attention pertaining to its proper zoning." AND THAT the R~gional Planning & Development Committee be so advised. "CARRIED" . . . Council Minutes Mr. Mark Hancock Mr. John Rice re Senior Cithens proj ect Recess Planning Administration Committee Report - 5 - October 24th, 1977 Resolution #C-77-1496 Moved by Con. Holliday, seconded by Con. Taylor. THAT the matter of the 42.5 acres owned by Mr. Fennell be referred to the Planning Administration Committee and that Mr. Ewert submit a brief to that Committee. "CARRIED" Mr. Mark Hancock was not present. Mr. John Rice and Mr. Price appeared before Council with regard to Mr. Rice's project for Senior Citizens Apartment building on Wellington Street, Bowmanvil1e. Mr. Price said that his company Markhaven was prepared to work with Mr. Rice in the Project. He indicated that Markhaven was a non profit group involved in management of Senior Citizens Projects. THAT the Regional Works Department be asked if it is possible to accommod~te Mr. Rice's amended proposal of 50 units in the present system. "CARRIED" Resolution #C-77-1498 Moved by Con.
