Council Minutes Newcastle Village & District Arena Building Committee Newcastle Condominium Corporation No.1 re Animal Control Local Architectural Conservation Advisory Committee - 7 - April 18th, 1977 As there were no representatives present at this time from the first two delegations listed on the Agenda, Mr. Ev Jenkins representing the Newcastle Village and District Arena Building Committee addressed Council. Councillor Dykstra reported on the steps which have already been taken regarding zoning amendments, etc., for the Newcastle Village Arena. Mrs. Pamela D. White, Board of Directors of the Newcastle Condominium Corporation No. 1 addressed Council asking for some type of agreement with the Town to allow Animal Control Officers to come on private property to pick up dogs, etc. Resolution #C-77-557 Moved by Con. WHEREAS the old Kirby one room public school buildings and property situated at the junction of Highway 115 and Concession 7 of Old Clarke Township has a very significant historical and architectural value and interest to the Town of Newcastle and its people in that it (a) is of original frame construction. (b) will be 100 years old in 1978 (c) one of the last remaining one room school houses in its original state in the Town of Newcastle; AND WHEREAS the Local Architectural Conservation Advisory Committee of the Town of Newcastle has recommended that the old Kirby one room public school buildings and property be "designated property" under the terms of the Ontario Heritage Act; THEREFORE BE IT RESOLVED that the Council of the Town of Newcastle (a) having consulted with shall concur with the recommendation of the Local Architectural Conservation Advisory Committee. (b) cause notice of intention to "designate" as per Section 29 Subsection 1, 3 and 4 of tho Heritage Act of Ontario to be served on the owner of the pyoperty and on the Foundation. (c) require the Legislation and By-Laws Committee of Council to prepare and present to Council a designating By-law for the old Kirby Public School buildings and property, for Councils consideration, for endorsement, subject to a possible notice of objection as outlined in Section 29 of the Heritage Act of Ontario. lICARRIED" Mr. Floyd Steenburg Jr. wa s heard regarding an encroachment of his dwelling on Mill Street in Hampton, Lot 18, Concession 5, Part 2 of Plan 10R-85. "CARRIED" Mr. J.Garry Kent, representing the Newcastle Connnunity Housing Discussion Group presented a brief containing recommendations and left a copy of the Annual Report. Ministry of Energy dated April 1st, 1977 regarding request for hearing regarding Ontario Hydro Expropriation be received for information. 10. Atomic Energy Control Board re radioactivity survey of road from Port Hope to Port Granby be referred to the Industrial Committee. 11.
