"CARRIED" Mayor Rickard vacated the Chair and left the meeting at this point and Councillor Allin assumed the Chair. . . . Council Minutes Mr. Slitcher Ontario Housing re Public Housing Portfolio Mr. A. Alan H. Strike re SPLASH COllllllittee Schwarz Storm Drainage Easement By - Law No. n -16 - 5 - March 21st, 1977 Mr. Slitcher of Ontario Housing appeared before Council regarding Public Housing Portfolio for this municipality. The matter was discussed at length between Mr. Slitcher and Council. Resolution #C-77-384 Moved by Con. Woodyard, seconded by Con. Taylor. THAT Mr. Slitcher be requested to submit more information and that further consideration be referred to the Legislation and By-Laws Committee. "CARRIED" Mr. Strike appeared before Council with regard to the proposed swimming pool at Bowmanville High School. Mayor Rickard joined the meeting at this point. Resolution #C-77-385 Moved by Con. Holliday, seconded by Mayor Rickard. THAT the matter of the proposed swimming pool be referred to Finance Committee for further information to find out the financial impacts and also that the revenues obtained by similiar projects in comparable municipalities be reviewed and report back to the next meeting of Council. THAT By-Law No. 77-16 (Schwarz Storm Drainage Easement) be considered at this time. "CARRIED" Resolution #C-77-387 Moved by Con. Gray, seconded by Con. Woodyard. THAT leave be granted to introduce By-Law No. 77-16 being a by-law to authorize the taking of an Easement for storm drainage, and that the said by-law be now read a first time. "CARRIED" . . . Council Minutes Suspension of Rule 33 By-Law No. 77-16 By-Law No. 77-16 Conflict of Interest Recess Block Parent Plan - 6 - March 21st, 1977 Resolution #C-77-388 Moved by Con. Mrs. Slocombe appeared before Council with regard to the proposed Block Parent Plan in the municipality. Resolution #C-77-392 Moved by Con. Taylor, seconded by Con. Dykstra. THAT Council endorse the Program in principle and refer it to the Finance Committee budget discussions. "CARRIED" Mayor Rickard joined the meeting at this point. . . . Council Minutes Mr. G. Carson re Orono Arena Mr. E.J. Veldhuis re Eldorado Nuclear - 7 - March 21st, 1977 Mr. George Carson appeared before Council in support of his letter dated March 17th, 1977 in which he requests:- 1) That Council process an amendment to the former Township of Clarke By-law to permit the building of a new arena on the site of the existing arena. 2) To waive the normal application fee. "CARRIED" Mr. Veldhuis addressed Council relative to an independent study of the contamination of road allowance as requested at the last meeting. THAT at the present time we are in the process of resolving our concerns with respect to the Regional Municipality of Durham Official Plan as outlined in our submission of October 8th, 1976 to Ms. M. Bergman of your ~1inistry. It has become apparent that the majority of our concerns can be resolved to our satisfaction, and therefore, we request that our submission with respect to the (draft) comments of Town of Newcastle Planning Department dated October 4th, 1976 be withdrawn. THAT it hereby be resolved that Council rescind motion #C-77-283 forming a Task Force for the C.A.C.A. as it has become apparent that they have gone on record to inquire into amalgamation with the City of Oshawa, and this Council cannot be part of any association that wishes to separate itself from our Town.
