Allin, seconded by Con. Gray. THAT the Council Minutes dated February 21st, 1977 be approved as read. "CARRIED" Resolution #C-77-290 Moved by Con. Dykstra, seconded by Con. Allin. THAT the Special Council Minutes dated February 24th, 1977 be approved as read. "CARRIED" It was noted that there was a typographic error in Resolution #C-77-270. $45,000 should read $4,500. Moffatt, M.P.P., re Darlington Generating Station - 3 - March 7th, 1977 Resolution #C-77-299 Moved by Con. Woodyard, seconded by Con. Taylor. THAT the Personnel Committee Chairman's Report of meeting held on March 4th, 1977 be adopted. "CARRIED" Resolution #C-77-300 Moved by Con. Allin, seconded by Con. Woodyard. THAT the Chief Building Inspector's Report dated March 7th, 1977 with regard to By-Law No. 75-88 be received for information and processed under By-laws. "CARRIED" Resolution #C-77-301 Moved by Con. Dykstra, seconded by Con. Holliday. THAT the Planner's Report dated March 7th, 1977 regarding Orono Senior Citizens Lodge be referred to delegations for discussion with Mr. Lovekin. THAT the Planner's Report be received for information and that Mr. Howden be requested to process the amendment to the Zoning By-law as soon as he receives the necessary site plan. Council Minutes Mr. Veldhuis re Eldorado Nuclear Mr. Wagar re Senior Citizens Project in Village of Newcastle - 4 - March 7th, 1977 Mr. Doug Moffatt addressed Council and presented a letter urging Council not to recommend that the Darlington Generating Station be excempt from the Environmental Assessment Act. Resolution #C-77-304 Moved by Con. Allin, seconded by Con. Dykstra. THAT Mr. Veldhuis be heard. "CARRIED" ~Ir. E.J. Veldhuis, President of S. E .A. P. Incorporated, addressed Council and presented a letter requesting an inspection of the Clarke and Hope Town Line Road and Lakeshore Road from Town Line Road to Lot 4 in Clarke to check for radio-active material contamination. Resolution #C-77-305 Moved by Con. Holliday, seconded by Con. Woodyard. THAT Mr. Veldhuis's information be received and that he also be requested to provide all the information he has and any which comes into his hands as soon as possible. "CARRIED" Resolution #C-77-306 Moved by Con. Dykstra, seconded by Con. Taylor. THAT the matter be referred to the Industrial Committee to determine the cost of Study and report back. "CARRIED" Mr. Wagar addressed Council requesting the status of the Senior Citizens Project in the Village of Newcastle and indicating that his group, the Newcastle Village and District Chamber of Commerce, would like to see the project started in 1977. Mr. Wagar was assured by Council that there was no major delay and the project was moving along as fast as possible. However, the Regional Works Department required assurance that no building permit would be issued within six months of the completion date of the Water Purification Plant. . . . J, Hentig R.R. #2 Orono Mr. Wade re Water & Sewer Bills - 5 - March 7th, 1977 Mr. Campbell and Mr. Howden made a verbal presentation on the Enniskillen Conservation Area Master Plan to Council. They also requested that road improvements to the site be considered and also that the draft proposal be considered by Counei 1 . Resolution #C-77-307 Moved by Con. Dykstra, seconded by Con. Allin. THAT the matter of the roads be referred to the Public Works Committee for report and that the draft proposal be read by Council and be ready to prepare a reply to C.L.O.C.A. at the next meeting. "CARRIED" 11r. Hentig appeared before Council regarding the Site Plan which he had to submit to Council regarding his application for separation File LD-480/76. Resolution #C-77-308 Moved by Con. Dykstra, seconded by Con. Allin. THAT the matter be referred to the Planning Administration Committee to report back to the next Council Meeting. "CARRIED" Resolution #C-77-309 Moved by Con. Gray, seconded by Con. Holliday. THAT Mr. Wade be heard on behalf of residents of the Village of Newcastle regarding sewer and water bills. "CARRIED" Mr. Wade addressed Council and requested Council to set up a meeting in the Village of Newcastle with Regional Officials and Council to discuss the recent sewer and water bills sent out by the Region. TK~T Regional Finance Department be requested to expedite the survey of water and sewer customers in the Village of Newcastle to insure that all properties which had been hooked into the mains be appropriately billed. "CARRIED" . . . Council Minutes Recess Mr. Harold Brown re Garbage Disposal in Orono Disposition of Corresponeence - 6 - March 7th, 1977 Resolution #C-77-311 Moved by Con. Dykstra, seconded by Con. Taylor. THAT Regional Finance Department be requested to send representatives at the ..~ of March or the beginning of April to meet with the residents of Bowmanville and Newcastle to discuss the billings and that these meetings be advertised. "CARRIED" Resolution #C-77-312 Moved by Con. Taylor, seconded by Con. Dykstra. THAT there be a ten minute recess. "CARRIED" Mr. Brown addressed Council regarding the Orono Garbage Disposal and requested that his fees be increased to $192.30 per week or $833.00 per month, 20% of which would be paid as commission to the Orono Hydro Electric Power Commission for collection charges. Ontario Municipal Board dated February 25th, 1977 regarding Board Order approving the design and land purchase for construction of a sub-trunk sanitary sewer at an estimated cost of $30,000.00, be received for information. 7. THAT Council concur with the request contained in the letter dated March 1st, 1977 from the Kinsmen Club of Bowmanville regarding their two day Carnival on August 12th and 13th, 1977.
