Greco re Tax Arrears Courtice Area Citizens Association Dr, Zakarow re Servicing of Lands Mr. A.A. Strike re Schwarz Easement - 7 - February 7th, 1977 Mr. Ken Lyall presented a petition from seventeen citizens of the former Village of Newcastle which was against an extension of the Gas Franchise in that area. Mr. Lyall also spoke against the extension of the Franchise. Mr. Vincent Greco appeared before Council regarding his complaint about being ~harged a tax penalty of $93.00 for his 1974 and 1975 tax bills, which he said he never received on time. Dr. Zakarow spoke with regard to Correspondence Item No. 25, a letter from the Regional Works Department regarding servicing of lands in area 6 (M.M. Dillon Concept). "CARRIED" Mr. Strike brought Council up-to-date on procedures to expropriate land belonging to the Schwarz Brothers for a Storm Sewer Easement. . . . THAT Council concur with Mr. Strike's recommendations to accept the report of the Inquiry Officer with reasons as recommended by Mr. Strike and a by-law be presented to Council to implement this. Resolution #C-77-170 Moved by Con. Dykstra, seconded by Con. Holliday. THAT the foregoing Resolution be tabled until "Unfinished Business" . "CARRIED" Councillor Taylor declared a possible Conflict of Interest with regard to Resolution #C-77-l69 and took no part in the discussion or vote. Mr. Fagan, Area Manager of Consumers Gas Company, addressed Council with regard to Item No. 1 of the Industrial Committee Meeting of February 4th, 1977. Resolution #C-77-171 Moved by Con. THAT the purposed Franchise Agreement to consolidate all of the former Agreements with the Gas Company and also to extend the Franchise to the former Village of Newcastle be referred to the Town Solicitor for interpretation together with copies of former Agreements and that the matter be considered by the next meeting of the Industrial Committe~ if possible, and that the Industrial Committee forward recommendation to Council. Council Minutes By-Law No. 77-7 Schwarz Easement Curfew - 15 - February 7th, 1977 Resolution #C-77-198 Moved by Con. Taylor, seconded by Con. Holliday. THAT the third and final reading of By-Law No. 77-7 be approved. "CARRIED" Resolution #C-77-199 Moved by Con. Allin, seconded by Con. Holliday. THAT Resolution #C-77-169 be lifted from the table. "CARRIED" Resolution #C-77-169 reads as follows:- "THAT Council concur witt Mr. Strike's recommendations to accept the report of the Inquiry Officer with reasons as recommended by Mr. Strike and a by-law be presented to Council to implement this." "CARRIED" Mr. Strike made further reference to the expropriation procedures and answered questions. Council Minutes Extension of Curfew Newcastle Village Memorial Arena Next Regular Council Meeting Adjournment - 16 - February 7th, 1977 Resolution #C-77-202 Moved by Con. Woodyard, seconded by Con. Holliday. THAT Resolution #C-77-169 be tabled and that Councillor Allin, and Councillor Woodyard together with the Mayor and the Solicitors meet to try to resolve the matter and report back to the next Council. IVHEREAS the Newcastle Village Memorial Arena has been temporarily repaired for use until April 15, 1977, by order of the Ministry of Labour and; WHEREAS a letter forwarded to this Municipality by the Newcastle Village and District Arena Funding Organization on January 10th, 1977, agreed to undertake the necessary contributions to support Wintario Funds in the rebuilding of the present Arena structure; NOW THEREFORE the Council of the Town of Newcastle proceed iWff.ediately to take the necessary action to rebuild tho Arena and this Council accept the offer and endorse the program outlined by the Newcastle Village and District Arena Funding Organization providing the arena can be rebuilt On the present site. Council Minutes Furnace at Darlington Sports Centre Appointments to Museum Board Terms of Reference Community Services Committee - 17 - February 7th, 1977 The meeting reconvened at 10 a.m. on Tuesday, February 8th, 1977 with the following in attendance:- Mayor Garnet B.
