February 1, 1977
Minutes of a Special Meeting of Council held in
the Bowmanville Council Chambers on Tuesday,
February 1, 1977 at 7 p.m.
Present were:
Mayor G. B. Rickard
Councillor D. W. Allin
Councillor Robert Dykstra
Councillor Alfred Gray
Councillor J. W. Holliday
Councillor R. B. Taylor
Councillor E. R. Woodyard
J. M. McIlroy, Town Clerk
Also present were the following members of the Planning
Advisory Committee:
K. Entwisle
S. Worden
K. Barr
R. Hetherington
H. Hammond
H. Balson
Dr. Rowsell
The meeting had been called to consider two Subdivision applications
by Courtice Heights Developments Limited No. 18-T-76027 and
No. 18T-76048. Representatives of the Regional Planning Department,
Regional Works Department, Ministry of Housing, Central Lake Ontario
Conservation Authority and the Town's Planning and Works Departments
were also present. The applicants were also represented.

Moved by Con. Dykstra, seconded by Con. Taylor
THAT Council go into Committee of the Whole to discuss the
Subdivision applications.

Mr. Howden presented the proposal together with written reports.
The Developers also made a presentation and answered various
questions on the proposed developments,of members of Council and
the Planning Advisory.
Various members of the audience expressed some concern relative
to the proposed subdivisions and were advised by Mayor Rickard
to put their concerns in writing and send them to the Town Clerk.

Mr. R. Messervey of Central Lake Ontario Conservation Authority
addressed Council and submitted a written brief.
Resolution #C-77-130
Moved by Con. Dykstra, seconded by Con. Holliday.
THAT as the official adjournment time of 10:30 p.m. had now
passed, that the time limit be extended to 10:45 p.m.

The meeting was recessed for two minutes to allow the Planning
Advisory Committee to meet. The Planning Advisory Committee
submitted the following resolution to Council.
Moved by H. Balson
Seconded by R. Hetherington
THAT the Committee approve of the Planner's Reports Nos. 228 and
234 as amended by his reports submitted to tonight's meeting
and that this be recommended to Council for approval.

Moved by Con. Dykstra, seconded by Con. Holliday.
THAT Council give tentative approval to Subdivisions Nos.
18-T-76027 and 18-T-76048 and the Planning Administration
Committee, Staff and Solicitor be authorised to proceed with
the necessary Zoning By-laws and Subdivision agreements to
accommodate the proposals and that the necessary contacts be made
with the Central Lake Ontario Conservation Authority to resolve
their concerns and that the Planner's Reports Nos. 228 and 234
as amended be dealt with in the proposed Subdivision Agreements
