Rickard Councillor Keith Barr Councillor William Clarke Councillor Ann Cownan Councillor Ivan Hobbs Councillor J. W. Holliday Councillor Maurice Prout Also present A. C. GuileI', Town Manager T. A.Fanning, Director of Community Services J. Dunham, Director of Public Works K. DeGroot, Treasurer This meeting was called for the purpose of reviewing report of J. Hubicki P.Eng., Re: Town of Newcastle Fitness Centre and proposed improvE!llents to Highway 35/115. Resolution #C-1707-79 M:>ved by Councillor Clarke, seconded by Councillor Hobbs 'IHAT A. Guiler be appointed Acting Clerk for this Special Meeting of Council. "CARRIED" Mr. John Hubicki of the firm of Totten, Sims, Hubicki appeared before Council to present his report dated Decanber 17th, 1979 which was referred to this Special Meeting of Council by Resolution #C-1694-79. Resolution #C--1708-79 Moved by Councillor Prout, seconded by Councillor Holliday 'IHAT the report presented by Hr. John Hubicki of the firm of Totten, Sims Hubicki dated Decanber 17th, 1979 regarding the tender evaluation of the Newcastle Finess Centre be received for information. {'CARRIED'! , . . . Resolution #C-1711-79 Moved by Councillor Collman, seconded by Councillor Clarke 'lHAT the tenders and letters forthccming from the low bidders be reviewed by the TCM'l1 Manager and Staff for a report to be presented to Council as soon after Christmas as possible. Resolution #(:-1712-79 Moved by Councillor Collman, seconded by Councillor Hobbs 'lHAT the previous motion be withdrawn. 11CARRIED" Resolution #C-1713-79 Mwed by Councillor Hobbs, seconded by Councillor Prout 'lHAT a tender for the Town of Newcastle Fitness Centre be accepted subject to a poll of Council as to which of the low bids they wish to accept, and subject to the twJ finns with the two lowest tenders giving written confinnation of their verbal suJ:rnission of DecentJer 17th, 1979 to John Hubicki, and further that the balance of funds needed to continue the project be deteTInined at a later date. -. . . Resolution #C-1716-79 ~bved by Councillor Holliday, seconded by Councillor Barr THAT this meeting of Council be recessed until 3:00 p.m. '1CARRIED!' Meeting reconvened at 3:10 p.m. On being put to a vote Resolution #0-1713-79 as amended by Resolution #0-1715-79 was lost. Council Minutes -4- December 21st, 1979 Resolution #0-1718-79 Moved by Councillor Holliday, seconded by Councillor Prout 'lliAT the Marorandum of Understanding made in duplicate on the 20th day of November, 1979 be approved. "CARRIED AS AMENDED" Resolution #0-1719-79 Moved by Councillor Holliday, seconded by Councillor Clarke 'lliAT the foregoing resolution be amended by adding the follo.ving after the word approved: "subject to the Splash Carmittee executing the "Marorandum of Understanding". "CARRIED" Resolution #0-1720-79 Moved by Councillor Holliday, seconded by Councillor Collman 'lliAT the Merrorandurn of Understanding be further amended to provide that the Splash fund raising deficiencies be interim financed by either the park land reserve account or other funds to be detennined by Council. Council Minutes -5- December 21st, 1979 Mayor Rickard advised Council he would take a poll by show of hands to decide on which of the two contractors would be awarded the tender for the construction of the Town of Newcastle Fitness Centre. M.A. Butt Construction Limited - no votes in favour of awarding this firm the tender. Gerri tts Construction Co. Limi ted-Unan:irrxms vote of Council to award this Firm the tender. Resolution #0-1723-79 M:JVed by Councillor Holliday, seconded by Councillor Prout 'IHAT the contract documents be drawn up with Gerrits Construction Ccmpany Limited to an aJIDunt of $1,235,000.00 for Council's approval and subject to all grants being approved.
