HomeMy WebLinkAboutAdmin 41-84CORPORATION OF THE TOWN OF NEWCASTLE 40 TEMPERANCE STREET BOWMANVILLE, ONTARIO L1C3A6 TELEPHONE 623-3379 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING HELD APRIL 16 1984 ADMIN. 41 - 84 SUBJECT: SOLINA COMMUNITY CENTRE RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That this report be received; 2. That the Solina Hall Board be advised that the recommendations of Fire Chief Aldridge concerning the installation of a fire alarm system was not a requirement but rather a suggested improvement. Further, that the Town will not be able to take any action on the suggested installation of a fire alarm system during 1984; 3. That Council consider the remaining requests of the Solina Hall Board; and 4. That the Hall Board be advised of Council's decision. BACKGROUND AND COMMENT: At the February 27th 1984 meeting of Council, correspondence was received from the Solina Community Hall Board concerning capital requirements they were considering in 1984. By Council resolution #C-124-84, the correspondence was referred to the Ad Hoc Committee reviewing Town owned buildings. While it is suggested by the Fire Chief that consideration be given to installing a fire alarm system, it is not required by the Ontario Fire Code. The correspondence from the Community Hall Board suggests that a fire alarm system would cost $10,000. Given the anticipated retro -fit costs to other Town owned buildings, in order to meet the Ontario Fire Code and budget limitations, it is not recommended that funding be granted for the fire alarm system this year. p V vFAk) ADMIN. 41 - 84 The Solina Community Hall Board indicated in their February 15th letter that capital improvements in the order of $40,000 are planned.throughout the year. Improvements include: Replace Furnace 10,000 Replacement of windows 7,500 Decorating Main Hall 5,000 Insulation and new roof 6,000 Implementation of Health Inspection recommendations 1,500 Fire Alarm System 10,000 Total Planned Improvements $40,000 The Board has not requested a specific amount from Council. They are requesting a grant to assist in the implementation of the noted projects. Traditionally, staff have not been requested to recommend the disposition of each grant request. As such it would seem appropriate,now that the Ad Hoc Committee has filed its report,to deal with the Hall Board's request. Staff would note, however, that energy conservation measures as well as health and fire safety should be given priority over cosmetic improvements. The following was noted during this inspection and -I would recommend that: All portable fire extinguishers require maintenance. The Ontario Fire Code states that a visual monthly ' check be carried out and a yearly maintenance be performed. Each portable extinguisher shall have a tag securely attached to it showing the maintenance <I. or recharge date, the service agency and the signature of the,person who performed the service. L,would suggest a single stage fire alarm system be installed with a number of heat detectors located on each level and a pull box station located at the front main floor exit and the "basement area. A system of this type would give complete building coverage. Possibly an alarm could be connected and placed outside of the building, which would alertneighboursof a fire in the building enabling them to call the Fire Department. The smoke detectors donated to the Community Centre are basically for residential type use. The detectors are not interconnectable, so if one alarm sounded in the basement area the people upstairs would not hear it. Smoke detectors of this type are not recommended for assembly occupancy. i ....Continued V. FIRE PREVENTION BEGINS WITH YOU n r Solina Community Hall - 2 - November 9, 1983.
