CORPORATION OF THE TOWN OF NEWCASTLE /
40 TEMPERANCE STREET
BOWMANVILLE, ONTARIO
LIC3A6 TELEPHONE 623-3379
HE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING HELD MAY 7 1984
ADMIN. 46 - 84
SUBJECT: BICENTENNIAL COMMITTEE ACTIVITIES
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report Admin. 46 - 84 be received for information;
2. That the Bicentennial Committee be authorized to expend funds
for the promotion of the Bicentennial without specific Council
approval, provided such costs do not exceed $500;
3. That Council approve the publication of the calendar of Bicentennial
events in local newspapers having general circulation in the Town;
4. That the Chairman of the Bicentennial Committee be advised of
Council's actions.
BACKGROUND AND COMMENT:
Over the past number of months the Bicenterfial Committee has been busy
organizing a number of Bicentennial projects.
The Bicentennial Committee has been advised that the Ministry of Natural Resources
has provided seventy-five white spruce for planting in one or more locations
in the municipality. Staff are currently examining possible planting
locations. Any input from Council with respect to appropriate locations
would be appreciated.
The Bicentennial Committee is also minting a Bicentennial coin.
This coin should be available as early as May 16th.
Ads have been placed in local newspapers having general circulation
in the Town promoting the sale of these coins. It is anticipated that much
of the marketing of these coins will be through local banks and businesses.
Three types of coins are available: Ten thousand trade dollars have been
minted. In addition, a gold plated coin is available. Finally, a special
silver coin is being minted. The silver coin will be sold for $27.50. b
Orders may be placed through Mr. Jackman, who is looking after the
distribution of the coins. 2

Application has also been made to the Ministry of State for financial
support to hire a journalism student for the summer to write
Bicentennial sketches concerning the history of the Town and the people.
If the grant application is approved, a report will be brought forward
asking Council's approval for this specific project.
From time to time the Bicentennial Committee receives correspondence
where Bicentennial promotional material is available. As an example, the
Bicentennial Committee has been approached about the acquisition of a
book commemorating Ontario's Bicentennial. The book "Loyal She Remains"
would be a suitable acquisition for the Library and possibly the Museum.
A recommendation has been made by the Bicentennial Committee that two
of these books be acquired at a cost of $100. Recommendation number two
would provide for the acquisition of these books. In addition, it would
provide additional funds so that the Bicentennial Committee may take
advantage of these opportunities without having to bring each matter to
the attention of Council. It is being suggested that an appropriate
ceiling on the acquisition of such incidental material should be $500.
Respectfully submitted,
DSJ:nof David S. Johnston, M.C.I.P.,
Chief Administrative Officer
