REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION
COMMITTEE MEETING HELD JUNE 18 1984

SUBJECT: Outstanding Citizens of the Town of Newcastle
RECOMMENDATIONS:

It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That this report be received;
2. That the Town of Newcastle Community Services Planning
Board be requested to select 11 outstanding citizens
of the Town of Newcastle who have contributed to
development of the Town over the past ten years to be
honoured at a special awards night:
3. That the Bicentennial Committee in consultation with
the Newcastle Community Services Planning Board be
requested to organize an awards night for the eleven
recipients with an approximate time frame of late
September 1984; and
4. That the Bicentennial Committee and the Newcastle
Community Services Planning Board be advised of Council's
request.
BACKGROUND AND COMMENT:
By Council Resolution #C-18-84 the Chief Administrative Officer
and staff were requested to investigate the possibility of
sponsoring an annual event honouring its outstanding citizens
and to report to the General Purpose and Administration Committee
in a time frame to allow the first such event to be held in the
year of the Town's 10th Anniversary.

Before commenting on the recommendations it would be
appropriate to clarify what is meant by the term "outstanding
citizens". It is staff's understanding that such a person
or persons could be a community volunteer worker, an outstanding
sportsman or a person who has been recognized both within and
outside the Town for his contribution to society. It is
further presumed that current members of Town staff and
Council would be excluded from consideration.
The recommendations of this report attempt to set im place a
selection process that Council may use in subsequent years to
honour outstanding citizens. The Newcastle Community Services
Planning Board has and will continue to have a close
relationship with local hall boards and various volunteer
groups. It therefore would appear a logical group to select
nominees for citizen of the year.

At the same time, in this the Bicentennial year, it is appropriate
to involve the Bicentennial Committee in organizing an evening
for outstanding citizens. If, in subsequent years; Council
wishes to honour outstanding citizens, the responsibility for
organizing an awards night could be transferred to the
Newcastle Community Services Planning Board.
It is hoped that the Bicentennial Committee would take full
advantage of local talent in organizing the evening's
entertainment for the awards night. It is anticipated, if the
awards night is continued in 1985, that there would be one
recipient of Citizen of the Year. Council may wish at that
time to create more categories. It isnot suggested for 1984
as 11 awards would appear to be more than ample for one evening.
