Minutes of a Special Meeting of Council held on
November 7 1979 at 1:30 p.m. in the Bell
Building Committee Room
Present were:
Mayor Garnet B. Rickard at 1:55 p.m.
Councillor Keith Barr
Councillor Ann Cowman, Chairman to 2:20 p.m.
Councillor Ivan M. Hobbs
Councillor Jasper W. Holliday
Councillor ~1aurice Prout
Absent were:
Councillor William Clarke
Also Present:
A. C. Guiler, 'Ibwn Manager
Resolution #C-1499-79
Moved by Councillor Prout, seconded by Councillor Hobbs
TIIAT A. Guiler be appointed Acting-(;lerk for the purpose
of this Special Council Meeting.

Resolution #C-1500-79
M::wed by Councillor Holliday, seconded by Councillor Prout
TIIAT Council resolve itself into the Committee of the Whole
to discuss personnel matters.
"CARRIED"

Moved by Councillor Holliday, seconded by Councillor Prout
THAT the Comnittee go "in camera".

Moved by Councillor Holliday, seconded by Councillor Barr
THAT the position of Deputy Clerk/Committee Secretary be
split into two positions.

Moved by Mayor Rickard, seconded by Councillor Holliday
THAT the foregoing resolution be amended by adding the
following words to the beginning of the resolution:
"That Council re-affinns its decision as stated in
Resolution #C-951-79 and that". ..

Councillor A. Cov.man relinquished the Chair to Mayor
Rickard at 2:20 p.m.

THAT Mrs. G. Gray carryon as Deputy Clerk/Committee
Secretary until March 1 1980 at which time the position
of Deputy Clerk/Committee Secretary shall be split into
two positions.

Moved by Councillor Holliday, seconded by Councillor Prout
THAT the interim salary for the position of Deputy Clerk/
Committee Secretary be set at the rate of $18,245.00 for the
period conmencing September 1 1979 to March 1 1980 at which
time the position will be split.

Resolution #C-1506-79
Moved by Councillor Barr, seconded by Councillor Holliday
THAT the foregoing resolution be amended by adding the
following:
'That Mrs. Gray be advised that her salary would be no less
than $16,210.00 when the position of Deputy Clerk/Committee
Secretary is split on March 1 1980 and an increase would not
be granted until the job rate of Committee Secretary
exceeds the salary of $16,210.00".

presented to Council to deal with splitting of the
Deputy ClerkjConmittee Secretary position and prepare
terms of reference for hiring a Deputy Clerk, together
with a copy of a draft advertisEment and a reconmendation
on when and where the position be advertized.
