It was noted that Councillors Hobbs, Co\\lllall and Clarke
had advised in advance that they were unable to attend the
meeting on October 25 1979.
Mr. Fred Irwin appeared before Council representing
citizens of the Orono area with regard to the proposed
conversion of Highway 115 to a limited access super
highway. He was asking for Council's support at a meeting
to be held with the Ministry of Highways on November 6th
in opposition to the new plan.

In keeping with your Council's rescinding I1Dtion of the
approval for the above subject, and your Council's verbal
request for direction from the Town of Newcastle, we are
pleased to submit the following Newcastle Council
resolutions for your information.
#C-77-l597 - November 21st, 1977
TIfAT alternative No.4 be endorsed by Council and recomnended
to the Regional Planning and Developnent Comnittee.
#C-77-18l2 - Decanber 19th, 1977
TIfAT Regional Council be requested to table discussion of
the Arterial Road East of Bownanville for thirty days until
after independent study by 'Ibwn of Newcastle.
#C-78-74 - January 12th, 1978
TIfAT the Director of Public Works in co-operation with the
Engineering Department, prepare a report to Council including
suggestions for location of proposed Arterial Road East of
Bo'Mllallville and also restaging and that we notify the Region
that Council is not in conformity with the route chosen by them.
#C-78-l25 - February 1st, 1978
THAT the Director of Public Works report dated January 19th,
1978 regarding future North/South Arterial Road in East
Bowmanville be received for information.
TIfAT the foregoing resolution be amended to provide that the
Report be endorsed and forwarded to the Region.

THAT Report P-126-79 relative to North-South Arterial Road,
Bowmanville be received for infonnation and O:luncil reaffinn
its position that the Training School Road be the North-
South Arterial Road.
Adopted by Council Resolution #C-971-79, July 30th, 1979.
Letter forwarded to Dr. M. Michael, August 3rd, 1979.
Your O:luncil's resolution of SeptEmber 19, 1979, defeating
itEm number 6 of the Planning and Developnent Comnittee I s
recomnendation (that is, to adopt alternative No. 4 as the
approved North-South Arterial Route), resulted in the
rescinding lIDtion of October 17, 1979. This action was
taken to allow the Town of Newcastle to indicate its wishes.
The Town of Newcastle has indicated its desires by the
attached approved resolution #C-14-39-79 by recorded vote.
Our O:luncil has examined two staff reports from our Works
and Planning Departments, based on:
1. Environmental Impacts
2. O:lnstruction O:lsts
3. Developnent Impacts
4. Level of Service
We have selected Alternative No.4 as the route that would
best suit our requirEments.
Your concurrence in this matter is seriously solicited.
