That this report be received for information; and. 2. That the Board of Education be requested to give consideration to allocating additional funds for grass cutting during the months of May and June for recreation lands (school yards) under their jurisdiction within the Town of Newcastle. BACKGROUND AND COMMENT: As requested at the July 23rd 1984 Council meeting, staff have reviewed the agreement between the Northumberland and Newcastle Board of Education and the Town concerning the above noted matter. The agreement was originally signed on the 24th day of July 1975. It specifically addresses the use of outside facilities of both the Board of Education and the Town. Essentially, it is a reciprocal agreement that allows the Board of Education to utilize Town property as well as allowing the Town to utilize Board of Education property. The agreement does not mention at any point maintenance or the level or maintenance to be performed on the outdoor facilities. The only deviation from facility use was Clause 2 which granted the Town specific permission to repair ball diamonds at all schools within the Corporation of the Town of Newcastle. i ADMIN. 66 - 84 Given the comments made by Members of Council and after conferring with staff, I believe that the major concern is the maintenance level of grass cutting, during the months of May and June. It is during this timeframe that the grass generally grows the fastest. Indeed, the Town of Newcastle Community Services Department has great difficulty in maintaining playing fields under the jurisdiction of the Town during the same time period. It should be noted for the information of Council that the Newcastle Community Services Planning Board has initiated contact with the Board of Education concerning Recommendation 54 of the Culture and Recreation Master Plan. While Recommendation 54 deals with capital improvements to school board recreational facilities, it is likely that the maintenance of such facilities will also be discussed. With respect to the agreement itself, if it were amended to permit Town staff to perform maintenance on the School Board owned property, such maintenance would be impossible without additional staff and equipment. As such, it is felt more appropriate that the Board of Education be requested to give consideration to additional funds for the proper maintenance of the playing fields particularly during the May - June time period.
