HomeMy WebLinkAboutAdmin 69-84CORPORATION OF THE TOWN OF NEWCASTLE 40 TEMPERANCE STREET nOWMANVILLE, ONTARIO L1C3A6 TELEPHONE 623-3379 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING HELD SEPTEMBER 4, 1984 ADMIN. 69 - 84 SUBJECT: REVIEW OF DARLINGTON PROVINCIAL PARK DRAFT MANAGEMENT PLAN RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That this report be received; 2. That th4 Town of Newcastle be clearly identified on Figure 1 of the proposed Management Plan; 3. That the report be re -written to replace the "zoning" terminology that currently is used with alternate wording and that Figure 3 be revised accordingly; 4.That the Ministry of Natural Resources be requested to undertake an inventory of those artifacts donated by residents of the former Township of Darlington and that if no need is found of said artificats at the Ministry level, they be returned to the original owners or that the Museums within the Town have an opportunity to acquire said artifacts; 5. That the Public Consultation section of the Plan be re -written by deleting the current last paragraph of the section and replacing it with the following: "Copies of this Draft Plan forwarded to local levels of government for review (Chamber of Commerce (Oshawa, Bowmanville), Town Council of Newcastle, City Council of Oshawa, Regional Council of Durham and Central Lake Ontario Conservation Authority)." BACKGROUND AND COMMENT: At the July 23rd Council meeting, Council requested the Chief Administrative Officer, together with the Mayor, bring forward a report on the Darlington Provincial Park Draft Management Plan to the General Purpose C ADMIN. 69 - 84 Page 2. Jl�AC and Administration Committee after they had conferred with other members of Council. The recommendations reflect the comments that were made by Council members at the July 23rd meeting and input received thereafter. The recommendations contained in this report concerning "zones" in the park is an attempt to reduce confusion that may occur in the minds of the public. Generally speaking, zoning is a power conferred upon local government by the Province. To use such wording as "zoning" in the context of !a Provincial Park plan may create the impression that the uses permitted within the Provincial Park are closely regulated by the Municipality. The zoning referred to in the Management Plan for the most part is an attempt to identify certain types of land and treat them in a particular way as part of the resource management of the land mass. As members of Council may well be aware, the former Township of Darlington as a Centennial Project donated a building to Darlington Provincial Park for use as a possible museum. At the time of the donation of the building there were a number of artifacts that were also donated for use in the building. Given recent visits to this building by members of Council, it is apparent that the structure is no longer used for a museum, and in fact, functions as an administration centre. The vast majority of artifacts are not currently displayed. .It is therefore being suggested that an inventory be undertaken of those artifacts that.are left on site and an attempt be made to either use them or return them to their rightful owners. If the rightful owners cgnnot be found, it is suggested that the museums have the first options of acquiring said artifacts. Respectfully submitted, XJton, Chief Administrative Officer. 1
