HomeMy WebLinkAboutAdmin 77-849 CORPORATION OF THE TOWN OF NEWCASTLE 40 TEMPERANCE STREET BOWMANVILLE, ONTARIO L1C3A6 TELEPHONE 623-3379 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING HELD SEPTEMBER 17 1984 ADMIN. 77 - 84 SUBJECT: FINAL REPORT OF THE LIBRARY AD HOC COMMITTEE RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That Administrator's Report ADMIN. 77 - 84 be received; 2. That Council include a thorough review of the funding levels to the Newcastle Public Library Board as part of the budget guidelines for the 1985 budget preparation; 3. That owing to the currently reduced book budget, an additional $4,000 be granted to the Library board, specifically for the buying of books. Said monies to be drawn from Account #7007-0298-X-9; 4. That any capital request for the improvement to facilities by the Library Board be referred to the 1985 budget discussions; 5. That the Library Board be advised of Council's actions. BACKGROUND AND COMMENT: The Library Ad Hoc Committee was formulated to examine and make recommendations with respect to the maintenance arrangements of library facilities and to examine the request for additional funding for the Library board. As provided for in Administrator's Report 49 - 84, arrangements have been made for the transition o, certain maintenance responsibilities from the Library Board to the Town. The estimated cost of this tranfer to the Town is approximately $6,300. For the information of Council members, attached you will find a budget breakdown of the Library Board for the years 1981 to 1984. q bj16 b vi -,/-(d) Ulffj lw&j :V Members of Council will recall that at the budget sessions a five percent -increase in the overall funding level was granted to the Library in 1984. Since that time the Town has agreed to absorb the cost of long term maintenance. In addition, after receiving the engineering consultant's report from Warnock Hershey it was necessary to replace the roof of the Bowmanville Branch of the library at the tender price of $29,000. It should be noted that the latter expenditure represents, hopefully, a one-time cost that should not be repeated in subsequent budgets. However, from the meetings of the Ad Hoc Committee and the direct contact with Library staff, it is apparent that there will be a significant shortfall this year in the book -buying account ($48,000 from $60,000) in order to have a balanced budget. It should also be noted, however, that the Chief Librarian is currently examining the buying practices between the three libraries and as such, it is hoped that certain economies can be achieved with the revised purchasing policies. The Library Board has requested the Town consider absorbing the cost of the debenture which is estimated at approximately $11,600 so that said monies could be directed into book buying. The $4,000 recommedation falls short of the request from the Library by approximately $8,000 and is specifically directed to book buying. At the same time it must be remembered by all concerned that we are living in a time of restraint and certain sacrifices have to be made. The suggested amount will, to some extent, cushion the impact of the shortfall. Recommendation #2 will ensure that a detailed look at funding to the Library will be part of the 1985 budget considerations. Staff,would, if this recommendation is adopted, gather information from similarly sized municipalities concerning such matters as maintenance costs, book buying, staffing levels, number and size of branches, outstanding debentures etc. As part of the Ad Hoc Committee's discussions, mention was made of the need for appropriate office space for the Chief Librarian. Apparently the Chief Librarian shares office space with a number of unionized employees. In addition, it has been noted that the current storage vi ,z(d/ ADMIN. 77 - 84 of paint and cleaning liquids in the furnace room is not appropriate and as such it would be more appropriate to have a separate storage area for such materials. Such requests for capital improvement should be dealt with during the time of budget considerations. As such the Library Board's request for improved capital facilities for the Chief Librarian should be reviewed in conjunction with the 1985 budget.
