REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING HELD DECEMBER. 3 1984

SUBJECT: DISPOSITION OF OLD TYRONE HALL
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That Administrator's report ADMIN. 83 - 84 be received;
2. That the Corporation of the Town of Newcastle sell the old Tyrone
Hall to the Tyrone L.O.A. Hall for $1.00 under the condition that the
Town of Newcastle has the first right of refusal of any future sale
of the property and that said re -acquisition could be instituted
for $1.00 plus documented improvements; and
3. That both the old and the new Tyrone Hall Boards be advised of
Council's actions.
BACKGROUND AND COMMENT:
For some time now staff have been obtaining the views of both the old Tyrone
Hall Board and the new Tyrone Hall Board with respect to the future of the
old Tyrone Hallbuilding.
For the information of Council members, I have attached a letter from both the
old and new Boards. The old Tyrone Hall Board is anxious to acquire the
building which would represent approximately a $1500 saving per annum
to the Town of Newcastle. At the same time the new Tyrone Hail Board does
not wish to see the old hall sold.
As part of the background research on this issue, staff looked at the frequency
of use of the old Tyrone Hall. The hall is indeed used frequently.
However, the occasions where people outside of the Hall Board rent the
facility are minimal. As such for the Town to continue to pay insurance would,

in fact, amount to a subsidization of a fraternal organization.
With the conditions of sale as noted, the Town would be in a position to
re -acquire the old hall if it were to be sold. By incorporating this
clause it would mean that the Town has certain guarantees with respect to
the continued use of the hall. At the same time, the total financial
responsibility of running the hall would revert to the old Tyrone Hall
Board.
It should be noted that this suggested course of action would require the
suspension of the Town policies with respect to disposal of property.
However, given the unique circumstances of the property and the conditions,
it would seem appropriate to adopt the course of action recommended. The
suggested course of action attempts to improve the municipal position but
at the same time minimize any disruption to community life.

Please be advised the Tyrone Community Centre wishes to maintain
the Old Tyrone Hall for Community purposes. We do not wish to see the
ownership of the Old Tyrone Hall out of the hands of The Corporation
of The Town of Newcastle.
We have suggested a negotiable monthly rental rate to the Loyal
Orange Association and Capital Expenses would then be the responsibility
of the Tyrone Community Centre.
Our apologies for the delay in this matter.

Ladies & Gentlemen:
Subject: Old Tyrone Hall.
The L.O.A. Hall Board (Loyal Orange Association of
Tyrone) wish to purchase the Old Tyrone Hall for $1. We would take
over paying the insurance and taxes.
We would appreciate a meeting of our Hall Board and
Town Council to draw up necessary arrangements as soon as possible so
we would be able to plan our activities in the Hall.
We plan on continuing to operate the Hall so as to be a
benefit to the entire community.
