REPORT TO THE COUNCIL MEETING HELD OCTOBER 22 1984

SUBJECT: NEWCASTLE COMMUNITY SERVICES PLANNING BOARD
REVIEW OF BOWMANVILLE UNITED SOCCER CLUB REQUEST
RECOMMENDATIONS:
It is respectfully recommended that Council:
1. Approve the request of the Newcastle Community Services Planning Board;
2. Staff prepare the necessary report on possible alternatives with respect
to the provision of adequate soccer pitches for presentation
to the Newcastle Community Services Planning Board.
BACKGROUND AND COMMENT:
During the summer the Bowmanville United Soccer Club wrote to Council
with a request for the Town to consider acquiring additional land for
soccer facilities. The matter was referred to the Newcastle Community
Services Planning Board. Mr. Michael Woodcock made a presentation to this
Board on October 3rd 1984. As a result of this presentation the following
motion was passed:
That the Newcastle Community Services Planning Board recommend
to Council that priority be given to the consideration of the
request by the Bowmanville United Soccer Club and that other
options be looked into as well.
It would therefore seem appropriate for staff to be authorized to examine
alternatives with respect to this issue and make recommendations for.the
consideration of the Newcastle Community Services Planning Board.
Thereafter a final recommendation on the matter would come forward
from the Board.

Dear Sir,
Mrs Johanna Spencer has passed to me your letter of 7th July 1984 and her letter
of 28th May 1984.
Technically your reply is correct, however you omit much which would have responded
to Mrs Spencer's complaint.
For example, you state that the Town owns and operates soccer fields. Here in
Bowmanville there is only one (1) field — Waverley Road. Scarcely enough to sustain a soccer
program for 375 children. The other field is Darlington, which is also used by the Hampton
Association as well as ourselves. Unfortunately — because of its location — it is not considered a
Bowmanville field and is not suitable for an in town practice Geld.
For several years now, Bowmanville United together with those associated with the former
Recreation program have been urging the Town to provide more fields and that attention be
paid to the existing fields so that their quality is upgraded. To date this has fallen on deaf ears.
Returning to Mrs Spencer's complaint concerning the Hospital field. The only reason
that Bowmanville United got to use this field is due to the Town (originally) arranging for the
land to be used for soccer and erecting the two goalposts. Latterly the Town has removed itself
from discussions with the Hospital, essentially for the very reasons cited by Mrs Spencer. Faced
with a need to provide practice space, which is now greatly exacerbated by the non-availability of
Pine Ridge, the Club continued the Town's arrangement with the Hospital, albeit rather
reluctantly. As you pointed out, we do this directly.
One of the more recent suggestions made by Bowmanville United to the Town
concerning the Town providing additional facilities for Soccer has been the purchase of Sod Farm
property at the junction of Liberty North and Concession. This property is now up for sale
and would make an extremely appropriate acquisition to enable the Community Services to
minimise maintenance costs and provide a consolidated recreation centre. Thus 1 can only but
restate our request that the Town obtain this land for recreational use —particularly soccer.
You, yourself, have taken the time to examine the poor state of the available fields
with members of the Club executive, commenting on the poor quality. I urge that you use
your electoral and farming expertise on this issue and obtain these fields for the benefit of future
generations in Bowmanville. This will eliminate complaints similar to those of MrsSpencer.
