REPORT TO THE COUNCIL MEETING HELD DECEMBER 17 1984

SUBJECT: Sub -Committee report to the Newcastle Community
Services Planning Board on Soccer Pitches
RECOMMENDATIONS:
It is respectfully recommended that Council:
1. Receive Administrator's Report ADMIN. 92 - 84;
2. Receive the report from the " eemfflittee of the Newcastle
Community Services Planning Board;
3. Refer both the Administrator's report and the report from the lvwo
Sub-Gammitto the Hydro Liaison Committee for discussion
of possible funding arrangements and subsequent report to
Town Council;
4. That the Newcastle Community Services Planning Board be advised
of Council's actions, and be requested to provide technical
comments through the Sub -committee as required.
BACKGROUND AND COMMENT:
In response to Council's earier actions with respect to the request of
the Bowmanville United Soccer Club, a sub -committee of Board members
was formed to examine this issue. The sub -committee examined various
possible actions that might be reported to the Newcastle Community Services
Planning Board at their regular December meeting. After discussion the
Board adopted both recommendations and the report to Council.
While the course of action is very specific, discussion of the funding
aspects of such a course of action was not included in the report.
It is felt by staff that the most appropriate action that can be taken
is to refer the suggested course of action to the Hydro Liaison Committee
for discussion with Hydro officials with respect to possible funding
arrangements.

REPORT TO THE COMMUNITY SERVICE PLANNING, BOARD FROM THE C.S.P.B.
SUB COMMITTEF ON "Soccer Pitches"
SUBJECT: Bowmanville United Soccer Club's request for additional
soccer facilities in the Bowmanville Area of the
Town of Newcastle.
This sub committee has met several times; has met with town staff;
has met with the Bowmanville United Soccer Club Executive; has met
with Ontario Hydro personnel; has looked at the Hydro Darlington
Park site; has looked at privately owned *property and Town owned
property for short term soccer field sites in the Bowmanville area.
This sub committee acknowledges that there is a need for additional
soccer pitches in the Bowmanville area and would recommend the
following:
RECOMMENDATION ONE: That the C.S.P.B. ask Town Council to contact
Ontario Hydro to see if Hydro would advance the first stage development
date of the Darlington Park'comolex to 1985 with two soccer pitches and
a baseball diamond to be completed first.
RECOI41ENDATION TWO; That more participation from the United Soccer
Club be encouraged throughout the Town. We feel soccer clubs should
have more input and responsibilities in the development and maintenance
of soccer fields - i.e. lining their own fields before games and
supplying goal posts where appropriate as is now being done by other
soccer groups within the Town.
