That Administrator's report ADMIN. 3 - 85 be received; 2. That the attached job description be approved for the Director of Community Services; 3. That the Chief Administrative Officer be authorized to advertise the position, review the applications, conduct necessary interviews and bring forward the name of a nominee for Council's approval. BACKGROUND AND COMMENT: As a result of the input received on Administrator's report ADMIN. 1 - 85, the comments and suggestions of members of Council have been incorporated into the job description together with a refinement of the process for selection of the successful applicant. A subsequent report will be made on Building Maintenance and the maintenance of Community Services equipment. Given that Mr. Fanning, the current Director, will be retiring at the end of April, it is staff's intention to advertise the position both internally and externally in an open competition. TOWN OF NEWCASTLE JOB DESCRIPTION- DIRECTOR OF COMMUNITY SERVICES DATE OF DESCRIPTION: JANUARY 1985 JOB DESCRIPTION NYJMBER: DEPARTMENT: COMMU ITY SERVICE DIVISION: SUMMARY OF DUTIES: Reporting to the Chief Administrative Officer and Council, the Director is responsible for the administration and all technical aspectsin planning, organizing and directing the operations of the Community Services Department. The duties include but are not necessarily limited to budget preparation, facility and park planning, development, restoration and maintenance, community liaison concerning leisure time activities, programming for recreational activities and cemetery maintenance. RESPONSIBILITY: It is the responsibility of the Director to: Co-ordinate the preparation and control the current and 5 -Year Capital budgets for the department. Administrate the functions of the Community Services Deprtment including but not necessarily limited to parks planning and maintenance, recreation programs, monitor and co-ordinate municipal recreation facilities including swimming pools, fitness centres, arena operations and liaison with community groups., Administrate park operations and municipal building maintenance by developing both short and long term plans for the development of such facilities. Prepare reports for the Chief Administrative Officer. Sit on various committees as rquested. Liaise with public agencies, hall boards, community centre boards, community groups, service clubs and other bodies that may be established by Council to meet the recreational and cultural needs of the community. Where appropriate co-ordinate the Town's participation in special events sponsored by private groups. Participate with other department heads as a member of the senior management team. Liaise with other civic departments as required. Attend, participate and conduct necessary public meetings, as well as regular municipal meetings. Handle union concerns as outlined in the collective agreement and make V/=( / DIRECTOR OF COMMUNITY SERVICES RESPONSIBILITY recommendations to the Chief Administrative Officer as to possible changes. Promote the department needs and objectives. Monitor and control programs and activities of the department. Develop an ongoing training program for staff. Conduct yearly staff evaluations as required and recommend to the Chief Administrative Officer staff for hiring, promotion or termination. Approve holiday schedules for all department members. Control and administrate staff functions, quality and quantity of work and day to day personnel matters. Inform the Chief Administrative Officer and Council members of new developments within the Parks and Recreation field. Work with community groups in developing programs and facilities. Liaise with School Board staff to co-ordinate programming and joint facility use. Develop and maintain integrity of all records. Supervise and refine the keeping of records of receipts, expenditures and program use. U�1ui DIRECTOR OF COMMUNITY SERVICES QUALIFICATIONS Graduate from a recognized university in recreational related fields or an equivalent combination of education and experience, and hold a Recreation Certificate "A". A minimum of eight years experience in the municipal field, three of which should be in a senior staff capacity. Demonstrated ability in recreation management with particular emphasis in turf and parks management, either through a diploma from a community college in recreation facilities maintenance or a combination of course work and experience. A thorough knowledge and awareness of community needs and interest. Demonstrated administrative confidence, leadership qualities, ability in public speaking, sound judgement, maturity and tact. The ability to communicate orally in precise terms as required and in addition, to prepare written communications in a precise and comprehensive manner as required. Demonstrated familiarity with building maintenance and maintenance contracts as they relate to recreational complexes including refridgeration and pool maintenance. Membership or eligibility for membership in O.R.S. or S.D.M.R.O. SALARY GRADE: 14 POSITION ESTABLISHED BY BY-LAW
