HomeMy WebLinkAboutAdmin 12-85CORPORATION OF THE TOWN OF NEWCASTLE 40 TEMPERANCE STREET BOWMANVILLE, ONTARIO L1 C 3A6 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING HELD MARCH 4 1985 ADMIN. 12 - 85 SUBJECT: Meeting with major land developers in the Town and their consultants RECOMMENDATION: TELEPHONE 623-3379 It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That Administrator's report ADMIN. 12 - 85 be received for information. BACKGROUND AND COMMENT: In accordance with Recommendation #4 of Staff Report WD -3-85, "that staff meet with major land developers in the Town and their consultants and/or agents to discuss problems currently being experienced with the administration of development agreements" a meeting was held on February 22nd 1985. I -have attached a schedule indicating those companies or individuals that were invited to the February 22nd meeting. I have also attached a listing of those who attended. Mr. Dupuis, Mr. Edwards and myself represented the Town at the meeting. Mr. Cannella from the Public Works department was also in attendance as an observer. It was indicated at the outset of the meeting that the Town was interested in seeing development proceed and that the purpose of this meeting was, hopefully, to identify and wherever possible, eliminate time delays in the process. Towards this end, staff presented a chart indicating the steps to be followed in subdivision agreement administration. Mr. Dupuis pointed out several areas that had, in the past, been problem areas and outlined what the Town expected of development concerns. r�3 �0 G' I � a' -2 - ADMIN. 12 - 85 Several suggestions were made by the developers present. Suggestions included providing a standard letter of clearance that could be sent in by the developers with respect to such matters as authorization to commence; providing to development interest notice of any design criteria changes; providing first drafts of standard subdivision agreements with the date of last revisions on the bottom of each page; providing an occupancy permit concerning Building Code matters once the building has been completed and the possibility of combining plumbing and building inspection feeson new house construction. Staff feel confident that most if not all of the suggestions can be incorporated into the agreements or the development process. Staff will also be providing to the developers present copies of the chart that was presented at the meeting concerning subdivision agreement administration. Staff were very pleased with the constructive approach taken by the developers and consultants present. Discussion focused on ways of improving the development process and not past conflicts. In conclusion, I believe that our meeting was well received by the development concerns present and hopefully will serve to reduce the number of delays in the development process by cultivating a greater understanding of the responsibilities of both the Town and the developer in the development process.
