REPORT TO THE HYDRO LIAISON COMMITTEE MEETING HELD APRIL 1'L 1985
ADMIN. 17 - 85
SUBJECT: DEVELOPMENT OF RECREATIONAL FACILITIES
AT DARLINGTON GENERATING STATION.
RECOMMENDATIONS:
It is respectfully recommended that the Hydro Liaison Committee
recommend to Council the following:
1. That Administrator's report ADMIN. 17 - 85 be received;
2. That the sub -committee of the Newcastle Community Services
Planning Board which reported on the need for soccer playing
fields be requested to prepare a preliminary design for the
development of the recreational facilities at the Darlington
Generating Station site. Such recreational.eazuaes�to include
two ball diamonds and two soccer pitches;
3. That the sub -committee report on their design to the next Hydro
Liaison Committee meeting;
4. That Suzanne Stickley of Ontario Hydro and the Director of
Community Services of the Town be named as technical support
staff to assist the sub -committee in the site plan preparation;
5. That the sub -committee at their discretion involve to the
extent necessary representatives of various user groups;
6. That the monies to develop the recreational facilities be drawn
from the Ontario Hydro Community Impact Fund Darlington
Generating Station "B" account;
7. That the Newcastle Community Services Planning Board be notified
of Council's actions.

At the Council meeting of December 17th 1984, the matter of the
development of playing fields on the Hydro Generating Station site
was referred to the Hydro Liaison Committee for further study. The
Newcastle Community Services Planning Board had determined through a
sub -committee that there was a need for such facilities and that such
need was related to the construction of the generating station.
It has been agreed by Ontario Hydro officials that the money required
to develop these recreational facilities could be drawn from the Ontario
Hydro Community Impact Fund Darlington Generation Station "B" account.
At the same time, it is appropriate that there is close review by those
persons that might utilize the facilities once constructed. As such,
it is recommended that the sub -committee, which liaised with various
user groups with respect to the original request by the Bowmanville
United Soccer Club, be involved in the development process. The prospect
of having the sub -committee involved in the preliminary design of
such facilities was canvassed at the Newcastle Community Services Planning
Board and there seemed to be general agreement that such involvement
would be welcomed. By assigning both Ontario Hydro and Town staff as
technical resource people, it is felt that additional guidance may be
available to the sub -committee in their efforts to develop functional
and cost efficient recreational opportunities.
Once a preliminary design has been established, any technical matters may
be reviewed by the Community Services Department, the Public Works
Department and/or the Town's engineering consultants to ensure that there
will be no difficulties in draining or maintaining the site. Once a
preliminary plan has been approved it may be possible to utilize Ontario
Hydro's equipment to shape the necessary playing fields. This would
significantly reduce the cost to the "B" account.
