REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING
HELD JUNE 17 1985

SUBJECT: CORRESPONDENCE FROM ELDORADO RESOURCES LIMITED
RE COMM NDATIONS :
It is respectfully reconanended that the General Purpose and Administration
Committee recommend to Council the following:
1. That Administrator's report ADMIN. 37 - 85 be received;
2. That Eldorado Resources Limited representatives be invited to a
regularly scheduled Council meeting to advise Council of the
current status of their work;
3. That the Port Granby Monitoring Committee and the Region of Durham be
advised of Council's actions and informed of the date on which
Eldorado Resources Limited would be present at a Council meeting.
BACKGROUND AND COMMENT:
Upon receipt of the attached letter from Eldorado Resources Limited,
staff contacted Region of Durham officials and representatives of the
Port Granby Monitoring Committee.
After discussing the matter, it was felt that the reasonable approach
to recommend for Council's consideration was to invite Eldorado Resources
representatives to a regularly scheduled Council meeting to apprise
Council of the status of their work.

Dear Mr. Johnston:
In a letter to Mrs. G. E. Gray dated November 14, 1983, Eldorado
Resources Limited forwarded a copy of a proposal which outlined the
technical work which was planned for the Port Granby and Welcome
Waste Management Facility Decommissioning Program in 1984. A copy
of this proposal was also forwarded to Dr. M. R. Michael on
January 23, 1984 so that both the Town of Newcastle and the Regional
Municipality of Durham were kept informed of our 1984 technical work
plan.
Although the work plan was modified throughout the year in order to
reflect the needs of the Program, it remained focused on the
technical feasibility and predicted environmental impacts of three
disposal concepts, namely:
i) Mined caverns under the existing Port Granby waste site;
ii) Mined caverns under Eldorado's former refinery site at
Wesleyville;
iii) Engineered burial north of the Lakeshore Road at Port Granby.

The 1984 technical work generated seven reports as shown in the
attached table. Since this represents a substantial volume of
paper, and is quite technical in nature, a 58 page summary report
was prepared (Report Number 6). No additional technical studies are
planned for these three disposal concepts until such time as the
policy issues regarding siting of the disposal facility are
resolved, hopefully in the near future. Nevertheless, we remain
committed to the principle that local communities be kept informed
of our activities. Accordingly, we would like to obtain some
feedback from the Town of Newcastle as to its wishes regarding the
distribution of these 1984 reports.

As we see it, there are basically four options:
i) Reconvene the Port Granby Waste Management Facility
Consultative Committee in order to present and explain
Eldorado's latest technical studies.
ii) Meet with the Town of Newcastle Council, or their
representatives for the reason noted before.
iii) Provide a copy of the reports to the Town of Newcastle for
their perusal.
iv) Deal with the local community requests for information and
avoid involving either Council or its staff.
We would appreciate your help in raising this matter to the
attention of Council so that we may receive their feedback on
distribution of the reports.
