That Administrator's report ADMIN. 49 - 85 be received; 2. That Administrator's report ADMIN. 45 - 85 be lifted from the table and approved. 3. That the Library Board be advised of Council's actions. BACKGROUND AND COMMENT: As directed by Council, I met with the Chairman of the Newcastle Public Library Board and the Chief Librarian to explain the alternate office location which Council wished the Board to consider. The Library Board Chairman indicated that without going back to the Board he had no power to act. Since our meeting, I have been advised by way of memorandum, a copy of which is attached, that the Board met and reconsidered Council's suggested alternative for the office location. The Board re -affirmed its previous decision made by Board motion 85/105. As such, the Board's preferred location of the office would be in the south-east corner of the building with the office occupying a small portion of the glass frontage of the building. The following motion was passed: THAT, after reviewing Council's suggested.alternative office location, the Board reaffirms its previous decision made in Board Motion 85/105. Motion 85/105 was adopted at the Regular Meeting of the Board on June 19, 1985, and reads: THAT the Chief Librarian's office be located in the south-east corner of the main floor at the Bowmanville Branch, according to the Scheme No. 6 sketch provided by the Town's consultant, but with the length of the office along the south rather than the east exterior wall, and that the Town's Chief Administrative Officer be so advised. That Administrator's report ADMIN. 45 - 85 be received; 2. That Council approve of the capital improvements noted in this report and authorize the work to be undertaken provided that the costs do not exceed $17,000; 3. That the monies be drawn from Account 7608-X-2-1; 4. That the Library Board be advised of Council's actions. BACKGROUND AND COMMENT: As part of the 1985 budget process, Council provided funds for certain capital improvements to be undertaken at the Bowmanville Branch of the Newcastle Public Library. Approximately $17,000 was set aside for a variety of capital improvements. Included in this list of improvements was the construction and furnishing of an office for the Chief Librarian, the provision of a janitorial room for the storage of cleaning liquids which would be separate from the furnace room -, i and the possible allocation of funds for the installation of baffles in the heating system to minimize the noise in the downstairs auditorium area of the facility. On April 18th 1985, I advised members of Council that sketches had been conveyed to the Library Board. The Board has recently responded indicating a preference for locating the office of the Chief Librarian in the south east corner of the building. (see attached correspondence) I have attached a sketch on which indicates the approximate location and e_ size of the office. It would be the intention of staff to complete the office construction and furnishings prior to undertaking any work on the janitorial room. If budget permits, after the completion of the janitorial room work consideration will be given to the installation of baffles in the mechanical room. It would be the intention of staff to complete as many of the renovations as possible while not exceeding the budget limit of $17,000.
