That Administrator's report ADMIN. 50 - 85 be received; 2. That the Town purchase a one-half page advertisement in the Central Ontario Travel Guide for 1986, said monies to be drawn from the Contingencies Account #7007-298-X-9 3. That as a part of the on-going tourism promotion of the Town, Council consider budgeting approximate $1500.00 in the 1986 year for the printing and distribution of further tourism promotion brochures at the local level. BACKGROUND AND COMMENT: In Administrator's report ADMIN. 31 - 85, Council authorized staff to consider developing a tourism promotion strategy for 1986 as part of the budget process. It has come to staff's attention that the Central Ontario Travel Association is putting together a brochure which we hope will form a cornerstone for our tourism promotion. Advertisements for this brochure must be finalized prior to the end of November 1985 with publication being in the late part of February of 1986. In order to provide sufficient lead time to ensure a proper advertisement staff is presenting this report at this point in time. The Central Ontario Travel Association brochure will be distributed throughout Ontario and Canada. Approximately 75,000 copies will be distributed through a selective distribution to travel agencies as well as tourist information centres. In reviewing the various opportunities for advertising, COTA represents perhaps the best opportunity for promoting tourism within the Town of Newcastle. Unfortunately in previous years COTA lacked a focus or strategy ADMIN. 50 - 85 -2- which was compatible with the Town's efforts. Fortunately over the last two years a focus has emerged which is very compatible and indeed complementary to the needs of the Town of Newcastle. COTA through its brochures will be emphasizing day trips and small tours of a number of attractions. An attempt will be made to encourage those living in the Toronto area to take a one day drive "in the country" and through such advertisements assist local tourist operators. Given our strategic location relative to Metropolitan Toronto, this approach is quite compatible with tourism opportunities within the Town of Newcastle. As such, staff is recommending participation. The half page rate for an advertisement in the brochure is $1910.00. For Council's information, it should be noted that the full page rate is $3200, a third of a page is $1323 and a sixth of a page is $736.00. It should also be noted that there is a special brochure on Durham with advertising rates as follows: $2350 for a full page, $1360 for a half page, $956 for a third of a page and $553 for a sixth of a page. It should be noted that staff is not recommending advertising in the Durham brochure as it is felt that there will be a much wider distribution of the advertisement in the Central Ontario Travel Association's brochure. It should be also noted that the municipality may receive up to 200 copies of the brochure to be used at its own discretion. That Administrator's report ADMIN. 31 - 85 be received; 2. That Council authorize the reprinting of the tourism brochure with the changes incorporated as noted in this report; 3. That the monies for the reprinting of the brochure be drawn from the General Contingencies account # 7007-298—X-9; 4. That staff be requested to review the various tourism advertising opportunities that are available to the Corporation and present a marketing strategy for the Town in connection with the 1986 budget discussions. BACKGROUND AND COMMENT: In the Fall of 1983 the Town of Newcastle produced a tourism brochure for general distribution. This brochure was distributed widely throughout the Town and the tourism region known as the Central Ontario Tourist area. We have reached the point that soon our supplies will be exhausted and as such, it is appropriate given the popularity of the brochure that it be reprinted and redistributed. The only change that would be recommended is the deletion of the reference to Ontario's Bicentennial on the back cover of the brochure, the movement of the map to the bottom of that panel and the insertion of several more tourist attractions ADMIN. 31 - 85 -2- above the map. The additions suggested would include golf courses in the area, Orono Exotic Cat World on Highway 115/35, Elliott's Antique Car Collection, the addition of reference to the spring trout run and the apple blossom season. A recommendation is also made with respect to the development of a tourism marketing strategy for the Town. Currently there are many advertising opportunities that the Town could consider. However, in many instances such opportunities are short term and are not related to an overall strategy. It is, I believe, important to decide on a strategy for the Town and to develop a marketing plan around such a strategy. If Council accepts this report, staff would present during the budget considerations for 1986 a strategy for Council's consideration.
