REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING HELD SEPTEMBER 3 1985

SUBJECT: MEETING WITH THE HONOURABLE ROBERT LAYTON,
FEDERAL MINISTER OF MINES
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee receive Administrator's report ADMIN. 51 85 for information.
BACKGROUND AND COMMENT:
On the afternoon of August 13th 1985 representatives of the Town
of Newcastle and the Region of Durham were present in Port Hope
to hear the remarks of the Honourable Robert Layton with respect
to Eldorado Nuclear Resources.
As in the previous meeting, Allan Lawrence, M.P. chaired the meeting.
Mr. Lawrence indicated that earlier in the afternoon Mr. Layton had
toured Port Granby and the Welcome sites. In addition he had a brief
tour of some of the tourist attractions and had visited the urban areas
including Bowmanville. He also had an opportunity to briefly tour the
Eldorado Nuclear Plant.
Mr. Lawrence, and later the Minister, indicated that they hoped
that the Minister of Mines would be considered a focal point for dealing
with the multi -ministry problem of nuclear waste.
The Minister indicated that if any progress is to be made in solving the
problems, it was imperative that a focal point be found in one of the
Ministries. He hoped that it would be his Ministry.

Mr. Layton indicated in his remarks that at this point in time the
Federal Cabinet had not formed a team to address comprehensively the
question of Eldorado Nuclear.
He was hopeful that such a decision would be made in the near future.
The Minister indicated that he very much welcomed the opportunity to
be in the area to see first hand the problems that must be dealt with.
In the processof questions and answers, it became apparent that the
groups involved are anxious for some action to be taken.
Councillor Hamre, on behalf of the Region and the Regional Chairman,
who was also present, made a representation indicating that both the
Town and the Region were opposed to the Port Granby site. Mayor Rickard
on behalf of the Town indicated that it was time that some decisions were
made that would lead to a solution of this difficult problem.
Mr. Layton indicated in response to various questions that "he was
committed to a process as wide as necessary to solve the problem."
This comment was made in response to the site selection process.
In response to yet another question from a family farm, owner,
Mr. Layton "committed himself to a solution that would be safe for
your grandchildren". In accord with Mr. Mulroney and Mr. Sinclair Stevens'
comments, he indicated that this issue was a major problem for Canada, which
is an acknowledgement that it is not just Eldorado Nuclear's problem.
It is interesting to note that at the meeting there was no representative
of the Steel Workers' Union nor was there any political representative
from Hope Township.
