REPORT TO THE GENERAL PURPOSE AND ADMINISTATION COMMITTEE
MEETING HELD SEPTEMBER 16 1985

SUBJECT: Improvements to the Bowmanville Branch of the
Newcastle Public Library
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That Administrator's reports ADMIN. 45 - 85 and ADMIN. 49 - 85
and ADMIN. 56 -85 be received;
2. That Council authorize capital improvements to the Bowmanville
Branch of the Town of Newcastle Library Board to a maximum amount
of $17,000.00 in accordance with the following order of priority:
a) New office for Chief Librarian. (Estimated cost $8,000 - $12,000;
which includes replacement shelving for magazines);
b) Office furniture for said office, which will include filing
cabinet, desk and desk chair. (Estimated cost $1,000);
c) Improvements to janitorial room and venting. (Estimated cost
$5,000 - $6,000);
d) Noise baffles on furnace. (Estimated cost $2,000.)
3. That the Library Board be advised of Council's actions.
BACKGROUND AND COMMENT:
At the Council meeting of September 9th 1985, the matter of improvements
to the Bowmanville Branch of the Newcastle Library Board was referred to
staff in order that the improvements could be itemized and
separately identified. The improvements are listed in order of priority.

The estimated costs of improvements are general, and as such, would be
subject to detailed quotes or tenders.
This report has been written in a manner that the improvements would be
undertaken in the order of priority listed. The improvements would be
separated so that staff could closely monitor the actual costs so that
we would not exceed the $17,000 maximum.

THE NEWCASTLE PUBLIC LIBRARY

RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That Administrator's report ADMIN. 49 - 85 be received;
2. That Administrator's report ADMIN. 45 - 85 be lifted from the
table and approved.
3. That the Library Board be advised of Council's actions.
BACKGROUND AND COMMENT:
As directed by Council, I met with the Chairman of the Newcastle
Public Library Board and the Chief Librarian to explain the
alternate office location which Council wished the Board to consider.
The Library Board Chairman indicated that without going back to the Board
he had no power to act. Since our meeting, I have been advised by way of
memorandum, a copy of which is attached, that the Board met and
reconsidered Council's suggested alternative for the office location.
The Board re -affirmed its previous decision made by Board motion 85/105.
As such, the Board's preferred location of the office would be in the
south-east corner of the building with the office occupying a small
portion of the glass frontage of the building.
