That Administrator's report ADMIN. 58 - 85 be received; 2. That the policy for use of Town owned vehicles at special events be as follows: Town owned vehicles may be used and participate in any special event provided said event has received a road occupancy permit from the Town of Newcastle or an invitation has been extended to participate in a special event by the Region of Durham or a local municipality within the Region of Durham. At all times vehicles must be driven by appropriate Town staff. BACKGROUND AND COMMENT: At the September 3rd 1985 General Purpose and Administration Committee meeting a question was raised with respect to the use of Town owned vehicles (Fire Trucks) to celebrate the championship won by a local sports team. Previous to this, Town staff have adopted an administrative guideline of not permitting the use of vehicles and equipment for purposes other than the purpose for which the equipment had beenpurchased. The exception to this has been the participation of our Fire Fighting equipment in parades and participation in the U 12CC ) ADMIN. 58 85 snow plow competition sponsored at a Regional level. This administrative guideline was put in place to minimize the exposure of the Corporation to possible liability. The proposed policy will still permit Town vehicles to be used for organized parades with proper road occupancy permits and to respond to the snow plow competition. It would, however, preclude the use of Town vehicles for spontaneous celebrations that do not have the necessary road occupancy permit.
