That Administrator's report ADMIN. 57 - 85 be received; 2. That Council authorize the expenditure of the necessary funds for improvements to cenotaph lighting in the four locations within the Town, and that said monies be drawn from the Contingency Account #7007-298-X-9; and 3. That the Canadian Legion Branch #178 be advised of Council's actions. BACKGROUND AND COMMENT: At the September 3 1985 General Purpose and Administration Committee meeting the matter of cenotaph lighting was brought forward for discussion. At that time the matter was referred to staff to consult with appropriate officials and bring forward a report at the earliest opportunity. There are four cenotaph locations in the Town of Newcastle (Newtonville, Orono, Newcastle Village and Bowmanville). It is staff's understanding that the Canadian Legion wish to have improved lighting on the cenotaphs to reduce the possibility of vandalism and to improve the visibility of the cenotaphs during non -daylight hours. ADMIN. 57 - 85 The Director of Public Works has reviewed the matter of the most appropriate means of lighting the cenotaphs and it was concluded that a ground mounted vandal -proof unit would perhaps be best suited for the intended purpose. Contact has been made with Newcastle Hydro Electric Commission and Ontario Hydro. Both organizations are prepared to make the necessary connection if Council authoirzes the construction. There are sufficient funds in the Contingency Account to provide for the installation of the suggested lighting which is estimated to cost $2,800 installed. The maintenance of the lighting will have to be budgetted for through the most appropriate Cemetery Maintenance account. The power supply would be from the closest energy source and will be absorbed in the street light energy component of the budget as the costs will be minimal. If the recommendation is accepted, staff would make arrangements for Newcastle Hydro Electric Commission to make the installations at all locations. If they are unable to make the installations, staff, through the Purchasing Office, would secure the necessary quotes from the private sector and thereafter award the work.
