SUBJECT: POSTAL SERVICE - COURTICE AREA

RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the folllowing:
1. That Administrator's reports ADMIN. 61 - 85 and ADMIN. 64 - 88 be
received for information.
BACKGROUND AND COMMENT:
At the General Purpose and Administration Committee meeting held
October 7th 1985, Administrator's report ADMIN 61- 85 was referred
back to staff for further clarification with respect to postal
service in the Courtice Area.
Again staff contacted Mr. Larry Skurato with respect to this matter.
Mr. Skurato advised that twenty-five families living in the Courtice
area now have to travel to Bowmanville to pick up their daily mail.
The Postmaster was quick to indicate that these arrangements are
temporary and only necessitated for a short duration owing to
problems with co-ordinating internal arrangements in the Post Office.
The Postmaster indicated that it would likely be an additional
two weeks prior to the problems being resolved. Thereafter normal
postal service will resume.

The Postmaster further indicated that there would not be a reduction
in the level of service currently provided to existing residences.
Specifically, anyone living in the Courtice area who currently received
door-to-door delivery would continue to receive door-to-door delivery.
However, as stated in report ADMIN. 61 - 85, it is a policy of the Post
Office that new subdivision development will be served by group boxes
as opposed to door-to-door delivery.

RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Administrator's report ADMIN. 61 - 85 be received for information.
BACKGROUND AND COMMENT:
As requested by Council Resolution #C-515-85 I met with Mr. Larry Skurato,
Postmaster for Bowmanville to discuss postal service in the Courtice
area. Mr. Skurato indicated that owing to the amount of growth and
development that is occurring in the Courtice area, certain changes
have been undertaken with respect to postal service. A new rural route
#7, Bowmanville, has been created to service the developing urban area
north of Highway ##2 and west of Windsor Valley Place. This area was
previously serviced by rural route #3, Bowmanville.
In addition, a new rural route #8 has been established to service the area
south of HIghway #2. Initially the rural route #8 will Centre in the
St. Andrews Parish subdivision area. This area was formally a portion of
rural route #4, Oshawa.
It was indicated to the Postmaster that the Town had recently adopted
a street naming by-law and instituted a system whereby street numbers
could be assigned in a comprehensive manner. In addition, it was
indicated to the Postmaster the extent of growth that is anticipated
in the Courtice area. The Postmaster indicated that he is satisfied
with the information received through the Hampton office to provide
ADMIN. 61 - 85 -2-
for his needs in planning postal service for the area.
In discussing the long term postal service arrangements for urbanizing
areas, the Postmaster indicated that there was a new policy from
Canada Post that all new subdivisions across Canada would be serviced
by group boxes as opposed to door-to-door delivery.
For Committee's information it should be noted that the Association
of Municipalities of Ontario has received a resolution from the City
of Scarborough concerning this matter. The resolution was in support
of the retention of home delivery in new subdivisions and underserviced
areas. This resolution was not dealt with at the Conference but referred
to the Board of Directors of the Association for consideration.
