RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That :Administrator's report ADMIN. 69 - 85 be received;
2. That the following resolution be passed by Council:
Whereas the Town of Newcastle forwarded the consultant's report
together with the staff report to the Region of Durham with a
request that the Region initiate the necessary process to undertake
the construction of a communal water system in the hamlet of
Newtonville to service the long term needs for reliable water
supply; and
Whereas the Region of Durham was further requested by the Town of
Newcastle to work closely with the citizens of the area in developing
;the communal water system ensuring ample public input; and
Whereas the Region of Durham, through the Public Works Department,
sponsored two open houses and circulated a survey with respect to
public interest within the hamlet in having a communal system
installed; and

Whereas the Ministry of the Environment Private Well Improvement
Program offers an 85% subsidy to individual property owners
for the improvement of the wells; and
Whereas a number of citizens within the hamlet are interested
in participating in the program:
Now therefore be it resolved that the Council of the Corporation
of the Town of Newcastle adopts the engineering report by MacLaren
Engineers as submitted to the Ontario Ministry of the Environment
in September of 1984 and requests financial assistance under the
Private Well Improvement Program of the Ministry of the Environment.
3. That staff be authorized to contact affected property owners indicating
the Town's participation in the program and to liaise with Ministry of
Environment officials to implement the program during 1986 and 1987.
BACKGROUND AND COMMENT:
As a result of the insufficient interest shown in the installation
of the communal water supply system in the hamlet of Newtonville,
staff surveyed residents of the hamlet with respect to their
interest in the private well improvement program. In total 142
questionnaires were mailed to individual property owners.
38 questionnaires were returned. Of the returned questionnaires,
20 property owners indicated an interest in participating in the
program in 1986 and 6 property owners indicated an interest in
1987. Twelve questionnaires indicated no interest in participating in the program.
"It can only be assumed that the remaining property owners who did not return
a questionnaire have no interest in participating in the Private Well Improvement
Program. While it is unlikely that the participation of a limited number of
property owners in the Private Well Improvement Program will resolve the water
quality problems in the hamlet, it will provide relief to a limited number
of property owners. As such, it is being recommended that the Town consider
participation in the program bearing in mind that it is a voluntary program
and that the Town has provided a reasonable opportunity for the consideration
of a communal system.
