Presentation: An Introduction to ZONE Clarington: Key Rural Area Issues Review
Tracey Webster, Amy Burke and Carlo Pellarin, Planning Services Department
Staff from the Planning Services Department presented an introduction to ZONE
Clarington, an initiative to undertake a comprehensive review of the Municipality's
zoning by-laws. On November 1, 2016, Council adopted Official Plan Amendment 107,
which brings the Clarington Official Plan into conformity with the Regional Official Plan
and provincial policies. Final approval by the Region of Durham is pending.
In accordance with the Planning Act, the Municipality is required to update its zoning by-
law within three years of the new Official Plan coming into effect. ZONE Clarington will

seek to review and update our current zoning to implement the policies and goals of the
new Official Plan, and update zoning regulations to reflect current progressive planning
regulations and best practices. The review will also provide the opportunity for the
development of a more concise, user-friendly by-law that meets the needs of the
Municipality and the community. It is anticipated that the end result will be a single,
consolidated zoning by-law for Clarington.
Staff provided an overview of the work plan, which divides the zoning by-law review into
two phases, the first focused on all of Clarington's rural area (including the Oak Ridges
Moraine) and the second focused on all lands within the urban boundaries of
Bowmanville, Courtice, Newcastle and Orono. Staff highlighted the key rural issues that
they have begun to consider and research, and initiated a more in depth discussion
about the categories of agricultural uses and specifically the category of on-farm
diversified uses. From the outset of the Rural Areas Phase of ZONE Clarington, Staff
are aiming to gather input from the Committee, in particular on the topic of on-farm
diversified uses. The Committee was asked to provide feedback to the Project Team on
the following:
• Do all types and scales of on-farm diversified uses necessitate a zoning by-law
amendment? What are the exceptions?
• Are there certain categories of on-farm diversified uses that are particularly
concerning?
• What about home occupations and home industries on rural residential
properties?
• Have any key rural area issues been overlooked?
The Committee agreed to provide a response to the Project Team by their May meeting.
In response to questions raised respecting the Official Plan's Environmental Protection
Area policies, Planning Services Staff indicated that a separate presentation on this
topic can be provided subject to approval of Official Plan Amendment 107 by the Region
of Durham.

Norfolk County Community Improvement Plan (CIP):
Item deferred to the Committee meeting of April 13th. Discussion to also include the
matter of heritage farm buildings and whether a similar CIP program has the potential to
support their protection and preservation.

Agricultural Legacy Project:
25 families identified to date who have farmed in Durham Region for at least 150 years.
Durham Farm Families forms continue to be accepted.

Council Recognition of Mary Ann Found:
Recognition ceremony scheduled for February 27 was postponed. Rescheduled date
not yet determined.
Correspondence and Committee Reports
There were no Council items or referrals.
At the February 27 Council meeting, Kirk Kemp received a recognition plaque for
receiving the Arysta Golden Apple Award.
Durham Aariculture Advisory Committee:
Meeting held on March 7, 2016. Presentation provided by Ron Trewin, Regional
Works Department, providing an update on Regional Arterial Roads.
2017 DAAC Farm Tour September 15 (tentative) at Picov Downs in Ajax.
Durham Region Federation of Agriculture:
• New members — M. Shears (Pickering) and J. Linton (Brock).
• Discussion of RBC Wealth Management proposal on-going.
• Lorne Coe, MPP (Oshawa -Whitby) hosting an agricultural roundtable at the
Brooklin Library on March 15.
• Motion passed to request that the local soil map be added to the priority listing for
updating.
Clarington Board of Trade:

a.m. to 1:00 p.m.
CBOT Annual General Meeting April 19 at Clarington Beech Centre from 5:30
p.m. to 8:30 p.m.

11:00 a.m.
New Business
Municipality of Clarington's Volunteer Celebration, "A Night Amongst the Stars", will be
held on April 25 at the Newcastle Community Hall. Local organizations are invited to
submit names of volunteers who have made a notable contribution to their programs
and clients. The Committee may submit up to five volunteers. Deadline is March 15,
2017. Nominees should be emailed to Faye Langmaid by March 13.
Established in 2012, the Trees for Rural Roads Program is delivered by the Municipality
in partnership with Central Lake Ontario Region Conservation Authority and Ganaraska
Region Conservation Authorities. Trees are offered free of charge to Clarington rural
residents to be planted along municipal roadways on adjoining private land. Participants
can choose from a number of native tree species. Applications for the 2017 program

Volunteers needed for the Durham Farm Connections Grade 3 Annual Event being held
at Luther Vipond Memorial Arena, Brooklin April 4-6.
Jenny described her involvement with Participation House and their focus on enhancing
the quality of life of individuals with disabilities. The Committee was asked to consider
whether there may be opportunities for the agricultural community to play a role in
offering enriching experiences for Participation House clients. It was suggested that
Participation House be invited to a future meeting to share about their organization and
experience collaborating with the agricultural community.
Councillor Partner shared information that she received from the UOIT Youth Council on
the Bee City initiative. Discussion deferred to a future meeting.

April: Rekker's Garden Centre - Richard Rekker will provide a tour and will outline their
new construction and operations.
