Moved by Councillor Cowman, seconded by Councillor Hobbs.
THAT Council go into Committee of the Whole.

Mr. Guiler and Mr. Smith gave some background on the status
of the Courtice Storm Water Study.
Mr. Webb, Solicitor for the Subdividers addressed Council
in this regard and also with regard to an extension of the
time to register the Subdivision Agreements.

THAT Item 12.1 of the Planning and Development Report of
July 5th, 1979 to Council Meeting of July 16th, 1979 be amended
to read as follows:-
WHEREAS Storm Water Management is a prime concern in the Region
of Durham;
AND WHEREAS there are extreme development pressures in this
area;
THEREFORE the Town of Newcastle request the Central Lake Ontario
Conservation Authority to give consideration to adopt a project
to develop water shed plans for each water shed area within the
authority's jurisdiction and storm water drainage plans for each
drainage area be a component of the water shed plan and
consideration be given to establishing a high priority for the
Courtice water shed area.

Moved by Councillor Holliday, seconded by Councillor Cowman.
THAT in keeping with C.L.O.C.A.'s policy of funding a Storm
Water Management Study for the C.L.O.C.A. water shed and
in view of the urgency in proceeding with a Storm Water
Management Study in the Court ice Area to accommodate the
pressure of acceptable development in the area, the Town of
Newcastle requests that the costs of approximately $50,000
for this study be assumed by C.L.O.C.A. in accordance with
their policy, when the funding becomes available;
AND THAT this motion be presented to the Executive Committee
of C.L.O.C.A. on July 24th, 1979.

RESOLVED THAT:-
(1) The Corporation of the Town of Newcastle apply for approval
to expropriate all right, title and interest to the lands
described in Schedule "A" hereto for the purpose of
installation, construction and maintenance of storm sewer
outfall and a storm water retention-siltation pond.
(2) The Corporation of the Town of Newcastle apply for approval
to expropriate a temporary limited interest in the lands
described in Schedule "B" hereto for the purpose of
enabling the construction of storm sewers, storm sewer
outfall and storm water retention-siltation pond, more
particularly referred to in paragraph 1 hereto.
(3) The Clerk of the municipality cause to have notice of the
application for approval to expropriate served upon all
owners of the lands and published for three successive
weeks in a newspaper having gneral circulation in the
location in which the lands are situate.
AND FURTHER THAT the Town of Newcastle attempt to resolve the
acquisitions through negotiation prior to final decision on
expropriation proceedings.

Resolution #C-937-79
Moved by Councillor Holliday, seconded by Councillor Prout.
RESOLVED THAT:-
(1) The Corporation of the Town of Newcastle apply for

THAT I.B.I. Group be authorized to represent the Town of
Newcastle at the Ontario Municipal Board Hearing regarding
Bowmanville Commercial Areas.
