THAT the minutes be amended on Page 10 by changing the words in paragraph beginning "Mayor Rickard vacated the Chair" from "a possible I Conflict of Interest' , to the implication of a problem he had been presented with". "CARRIED" Resolution #C-753-79 Moved by COlUlcillor Barr, seconded by COlUlcillor Clarke. THAT the minutes of the special Council Meeting held on June 8th, 1979 be adopted as read. "CARRIED" Mr. Ron Reid and Dr. David Hanson of the Bowmanville Jaycees addressed Council relative to the merits of fluoridation of the Bowmanville water supply. They asked Council to pass a resolution requesting the Region of Durham to do this. They were advised to submit a written proposal outlining method of funding and whether other areas in the Region were fluoridating their water supplies. Mr. Don Allin spoke for the Board of Management for the Bowmanville Central Business Improvement Area and gave a Progress Report for the work on the front street. He outlined the budget for 1978 and 1979 and stated that some of the surplus in the budget would be used to subsidize the sidewalk sale on July 19, 20 and 21, 1979. He introduced the other Members of the Board who were present. Messrs. Kramp, Webster, Roughley and Jackson. The Committee was commended for the improvements to Central Business Area. Mr. R. Huot addressed COlUlcil relative to the proposed closing of Simpson Avenue for the Bed Race, Bowmanville Week. He presented a petition signed by the homeowners on East Beach, Objecting to the closing on the grounds that there was no alternative route. . . . Council Minutes Mr. Kraemer re Animal Control Petition for Drainage Works (Frank Street) Disposition of Communications - 3 - June 18th, 1979 Mr. Joseph Kraemer spoke to Council, objecting to an employee of the Animal Control Department coming to his property to inquire if he had licences for his dogs. He felt it was an infringement of his private liberty. A petition for Drainage Works in accordance with the Drainage Act 1975, Chapter 79, Section 4(1) (c) in the Frank Street Area, was presented by the Director of Public Works. Board of Management for the Bowmanville Central Business Improvement Area minutes of meeting held on June 4th, 1979, be received for information. 9. The Regional Municipality of Durham, Clerk's Department dated June 7th, 1979 regarding 1979 Final O.M.B. Capital Expenditure Quota Submission for the Area Municipalities, be received for information. 11. THAT the letter from the Regional Clerk's Department addressed to Weir & Foulds, Barristers & Solicitors, dated May 31st, 1979, regarding Ridge Pine Mobile Home Proposal - Regional Official Plan, be received for information. THAT the Association of Municipalities of Ontario dated January 9, 1979 regarding 1979 Membership Fees, be received for information and Councillor Cowman's name be submitted as a Councillor interested in serving on the "Lot Levies Committee". THAT the letter from the Ministry of Culture and Recreation addressed to the Town of Newcastle Museum Board dated May 31st, 1979 regarding the dissolution of the present Town of Newcastle Museum Board, be received for information. THAT the letter dated June 6th, 1979 from the Town of Newcastle Community Care regarding Quarterly Newsletter, be received for information. "CARRIED" Community Care was commended on the Newsletter. Resolution #C-760-79 Moved by Councillor Prout, seconded by Councillor Holliday. THAT the Notice of Decision from the Ontario Municipal Board regarding an appeal by Solina Investments Limited from a Decision of the Committee of Adjustment, be received for information. Ruegger re Permission to Take Hay from Town Property - 5 - June 18th, 1979 Resolution #C-76l-79 Moved by Councillor Hobbs, seconded by Councillor Cowman. THAT the matter be tabled for further information and the Town's position relative to suing the builders for erasing marks on the building permit and the Town Manager make a written report of the Directions given to the Town Solicitor and ask the Solicitor to attend the next meeting of the Planning and Development Committee prior to going to Council. THAT the copy of the letter to Mr. Sam Cureatz from Ontario Hydro relative to arrangements with hospital in case of contamination exposure from radio active materials, be received for information. "CARRIED" Mayor Rickard read a letter from Mr. Sam Cureatz thanking the Municipality for the invitation to attend the Official Opening of Courtice Fire Station No.4. No action was taken on the Notice of Motion by Councillor Cowman and Councillor Clarke relative to Ridge Pine Park. . . . THAT the Town contact the Ganaraska Conservation Authority and inquire if they wish to consider the acquisition of the Town owned property North of the Orono Estates on Taunton Road and if the Town should agree to turn over the property, what plans would the Authority have for the maintenance in the public interest of the said property. THAT the Bowmanville Jaycees be requested to put on paper the proposal for the fluoridation of the Bowmanville water supply so that Council can respond in a suitable manner. THAT the Rules of Procedure be suspended so that Mr. Larry Pooler of the Bowmanville Jaycees may be heard relative to closing of Simpson Avenue for a Bed Race. "CARRIED" Mr. Pooler outlined the plans for the Bed Race and the arrangements which had been made. No action was taken on the Petition filed under The Drainage Act.
