THAT the minutes of the Council Meeting held on ~my 23rd, 1979 be adopted as amended. "CARRIED" Resolution #C-669-79 Moved by Councillor Barr, seconded by Councillor Holliday. THAT Resolution #C-647-79 be amended to include the names of Councillor Clarke and Councillor Holliday as Mover and Seconder, respectively. "CARRIED" Resolution #C-670-79 Moved by Councillor Cowman, seconded by Councillor Hobbs. THAT the minutes of the special meeting of Council held on May 28th, 1979 be adopted as read. "CARRIED" Mrs. Shea appeared before Council requesting that the ditching be improved on her road, which is Road 1 Darlington (Between Lots 2 and 3, Between Concessions 6 and 7). . . . Family and Children's Services of the Region of Durham dated May 22nd, 1979 regarding disposition of monies realized from the sale of Pine Ridge Training School, be received for information. 5. Ganaraska Region Conservation Authority re Minutes of Meeting held on May 10th, 1979 be received for information. 8. Ontario Municipal Board re Board Order Approving By-Law 79-23 (Class "A" Public Street, Between Lots 12 & 13, Concession 10, Darlington), be received for information. THAT the letter dated May 16th, 1979 from the Atomic Energy Control Board regarding Off-Site Contingency Plans for Nuclear Power Stations be received for information. "CARRIED AS AMENDED" . . . THAT the foregoing Resolution be amended to request the Atomic Energy Control Board for a copy of the Contingency Plan as drafted. "CARRIED" Mayor Rickard relinquished the Chair to Councillor Barr at this Point. Resolution #C-677-79 Moved by Councillor Prout, seconded by Councillor Cowman. THAT the letter dated ~~y 22nd, 1979 from the Deputy Clerk of the Region of Durham regarding Pine Ridge Park Limited be received for information. "CARRIED AS AMENDED" Resolution #C-678-79 Moved by Councillor Holliday, seconded by Councillor Cowman. THAT the Region be advised that as Regional Council's former action on the above matter has been rescinded no further action is required at this time, but should be dealt with at future appropriate time if required. THAT the minutes of the Central Lake Ontario Conservation Authority dated May 24th, 1979 be received for information. THAT the minutes of the Meeting of the Board of Management for the Bowmanville Central Business Improvement Area dated May 15th, 1979 be received for information. "CARRIED AS AMENDED" . . . Council Minutes O.M.B. Decision re Wm. Grady Appeal Regional Clerk re By-Laws 79 -37 & 79 -38 Newcastle Lions Club re Use of Parking Lot for Carnival Durham County Agricultural Society re Land - 4 - June 4th, 1979 Resolution #C-68l-79 Moved by Councillor Cowman, seconded by Councillor Barr. THAT the Chairman of the Board of Management be requested to be present at the next Council meeting to discuss the current program and also he be required to send plans for permanent installations on King Street to the Director of Public Works immediately. "CARRIED" Resolution #C-682-79 Moved by Councillor HOlliday, seconded by Councillor Barr. THAT the Ontario Municipal Board decision regarding Committee of Adjustment appeal by Wm. Grady be received for information. "CARRIED" Resolution #C-683-79 Moved by Councillor Prout, seconded by Councillor Barr. THAT theletter dated May 18th, 1979 from the Regional Clerk regarding Draft By-Law 79-37 and 79-38 be received for information and referred to "By-Laws" later in the meeting. "CARRIED" Resolution #C-684-79 Moved by Councillor Barr, seconded by Councillor Prout. THAT the Town Clerk's report dated May 31st, 1979 regarding the Newcastle Lions Club's request to use the Parking Lot for a Carnival on July 28th, 1979 be approved and the necessary permission granted, as long as a guarantee is given to leave the parking lot in the same condition as before their use. THAT Councillor Barr and Councillor Clarke be requested to meet with representatives of the Durham County Agricultural Society with regard to the land required from Sid Rutherford and report back to the next Council meeting. Darlington re Demonstration Notice of Motion re Ridge Pine Park Notice of Motion re Increase in Salaries - 5 - June 4th, 1979 Resolution #C-686-79 Moved by Councillor Cowman, seconded by Councillor Barr. THAT the foregoing Resolution be amended to add Councillor Holliday and Mayor Rickard to the delegation. "CARRIED" Resolution #C-687-79 Moved by Councillor Holliday, seconded by Councillor Prout. THAT the letter dated May 23rd, 1979 from Mrs. Dorothy Boden regarding S.E.A.P. Darlington involvement in demonstration on June 2nd, 1979 together with Mayor Rickard's reply of May 30th, 1979, be received for information. "CARRIED" The Notice of Motions moved by Councillor Cowman and seconded by Councillor Clarke regarding Ridge Pine Park was carried on to the next Council Agenda. THAT the following changes be made effective May 1st, 1979 (a) The Mayor's Annual remuneration be increased by $1,000.00 (b) The Regional Councillors remuneration be increased by $l,OOO.OO.each. (c) The Area Councillors remuneration be increased by $2,500.00 each. "CARRIED" Mr. Hahn appeared before Council regarding the Town Line Shopping Centre together with his Solicitor and Mr. Greenspan, the Town Solicitor for this matter, was also present. Mayor Rickard resumed the Chair. The Planning Director reported that he had met with Mr. Tomina and the Commissioner of Planning for the Region and he will report to the next Planning Meeting in this regard. Council Minutes Police Awards April 21/79 Resolution #C -504 -79 By-Law No. 79-53 - 15 - June 4th, 1979 Mayor Rickard submitted a report of awards made at the Oshawa Centre Lions Club Dinner to individuals receiving Policy awards and related awards. Resolution #C-733-79 Moved by Councillor Holliday, seconded by Councillor Prout. THAT the Town Clerk be requested to advise the people mentioned in the ~~yor's report of Council's deepest appreciation to their contribution to society and thank them for their efforts. These people were as follows:- Detective Ron Parker, Bowmanville Division (Policeman of the Year Award) Sergeant Tracy Davis, Bowmanville Division (Twenty Year Pin) Mr. Paul LeCroix and Mr. & Mrs. (Humane Association Award re: deed in removing people from in Courtice) Miss Heather Ballard, Hampton, Mr. Alexander Dukitsch, R.R. #2, Newcastle (Commissioner's Award re: Their aid after a motorcycle car accident) Leggot, Oshawa their heroic plane crash "CARRIED" Mayor Rickard requested that the lands mentioned in Resolution #C-504-79 be identified for his information. THAT leave be granted to introduce By-Law No. 79-53 being a by-law to confirm the proceedings of the Council of the Town of Newcastle at the meetings held on May 28th, 1979 and June 4th, 1979 and that the said by-law be now read a first time. THAT the second reading of By-Law No. 79-53 be approved. "CARRIED" Resolution #C-736-79 Moved by Councillor Hobbs, seconded by Councillor Prout. THAT the third and final reading of By-Law No. 79-53 be approved. "CARRIED" Mayor Rickard resumed the Chair. Resolution #C-737-79 Moved by Councillor Holliday, seconded by Councillor Prout. THAT a special occasion permit be approved nnder Section 37 of the Liquor Licence Act and the proponent so advised.
