Minutes of a Special Meeting of Council held on
May 28th, 1979 at 1:30 p.m. in the Bell Building
Committee Room.
Present were: Mayor Garnet B. Rickard
Councillor Keith Barr
Councillor William Clarke - until 4 p.m.
Councillor Ann Cowman
Councillor Ivan M. Hobbs - until 4:45 p.m.
Councillor Jasper W. Holliday
Councillor Maurice Prout - until 5 p.m.
Town Clerk J.M. McIlroy
Also Present: Mr. A.C. Guiler, Town Manager
Mr. K. DeGroot, Treasurer
Mr. T.A. Fanning, Director of Community Services
Mr. D. Smith, Director of Planning
Mr. J. Dunham, Director of Public Works
Mr. J. Hayman, Fire Chief
Mr. Al Strike and Mrs. Hicks were present during the
discussion of the draft agreement with the Board of
Education relative to the proposed Swimming Pool.

Moved by Councillor Cowman, seconded by Councillor Holliday.
THAT Council go into Committee of the Whole

Councillor Clarke took over the Chair from 1:40 p.m. until
1:45 p.m.
The redraft of the proposed Swimming Pool Agreement with the
Board of Education was considered and various minor changes
made.

Moved by Councillor Clarke, seconded by Councillor Holliday.
THAT the agreement be amended to state that the Board will
guarantee that all pupils in the Clarke, Bowmanville and
Courtice High Schools be offered participation on an equal
basis and that a programme be instituted covering all
Grade 5 pupils of the Town of Newcastle, all programmes
to be at the expense of the Northumberland and Newcastle
Board of Education in keeping with their programme for
Grade 4 children, currently to start in the Fall of 1979 in
Port Hope.

Moved by Councillor Prout, seconded by Councillor Clarke.
THAT the agreement as amended to-date be approved.

The possibility of the Town taking over the Pine Ridge
School property for municipal purposes was considered
at length by Council and Staff present.
Mayor Rickard left the meeting from 4 p.m. to 4:20 p.m.
and Councillor Barr assumed the Chair.
Councillor Clarke left the meeting at 4 p.m.
Councillor Hobbs left the meeting at 4:45 p.m. and Councillor
Prout left at 5 p.m.

THAT the meeting be in camera.
